INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.
Job Location: Beirut (with regular field visits)
Job Purpose:
The Protection specialist is responsible for overall day to day protection implementation and technical support to maintain and expand Protection programming in Lebanon.
Generic Duties:
- To collect field feedback that could contribute to the definition of the protection strategy for INTERSOS mission
- Support in building the capacity, coordinating and monitoring the protection team
- Providing technical guidelines and support to PM for donors reporting
- Refer to protection coordinator for technical support and advices
Specific Duties:
(Any additional task strictly related to the role and necessary for the implementation of the activities.)
1. GBV and CP Programmes:
- Support in design and draft of GBV and CP components in new project proposals
- Monitor GBV and CP projects and GBV and CP components in existing projects: provide technical input and revision of related tools, initiatives and events;
- Follow up progress of activities, targets and budget expenditures through monthly check of PATs
2. Case management monitoring:
- Maintaining all case management relevant forms (assessment forms, case plan development forms, cash assistance request forms) updated and ensure they are properly used.
- Support in harmonizing Case Management system and tools across field offices and monitor the implementation of the new Case Management Monitoring Strategy
- Ensuring that the internal Standard Operating Procedures (SOPs) on case management are applied
- Monitor Knack’s usage, seek technical inputs from field offices and communicate to protection coordinator on technical improvements; monitor Knack’s level of implementation
- Preparing case audits (in collaboration with Protection Managers) to evaluate the quality of services provision.
- Advising Protection Managers and Case management Supervisors/Focal Points as needed (complex cases).
3. Legal component/protection monitoring:
- Monitor and update the national legal context and protection monitoring methodology through close follow up with protection coordinator
- Ensure a qualitative implementation of INTERSOS programs through the regular supervision of the project, the team and the activities
- Ensure at the national level the good implementation of harmonized SOP, policies and ethical code
4. Provide technical guidelines and support to PM
- Provide direction to staff in the implementation of the work planning, targets, challenges, relative to the Protection component
- Support the Project Staff in the planning and the monitoring of the achievement of the activities, deliverables. Works with the PM on corrective measures.
- With the support of the Programme/ Protection Coordinator, provide feedbacks on the monthly monitoring tool (PAT) to PMs, notably on the technical part.
- Support the Project staff in producing high quality donor report (in their protection sections)
5. Provide support to the HOM, the Protection Coordination and Program Coordinator on drafting new projects and budget preparation
- Contribute to the need assessment and proposal design when needed
- Contribute to the project planning process (logical framework, budget, proposal writing)
- Contribute to the quality of the reporting process by supervising the report and ensuring consistent and appropriate content
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- At least 5 years in humanitarian assistance and 2 years of international relief and emergency experience in Coordination or Advisor Position,
- Experience in conflict/post-conflict contexts, with experience in supporting emergency responses, access and security analysis and management
- Good expertise in protection, with a focus on CP/SGBV
- Ability to set high standards for quality of work and quick adaptability and flexibility in stressful environment
- Ability to manage human, technical, administrative and financial resources.
- Facilitating and encouraging open communication in the team, communicating effectively.
- Previous achievement in Project Proposal Writing.
- Perfect knowledge of all the phases of the PCM.
- Ability to work in partnership with local organizations and under stressful conditions.
