Call for Expression of Interest
Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH provides services in the fields of international cooperation for sustainable development and international education, working around the world to shape a future worth living. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party. As a federal enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ has been supporting German-Lebanese development cooperation for more than 20 years.
Objective
Within the scope of the German Lebanese Cooperation, GIZ is implementing jointly with the Lebanese Ministry of Social Affairs (MoSA) the Construction & Training Programme, ConTra. The Programme is funded by BMZ. ConTra programme has two components: Construction of municipal infrastructure and on the job training of the staff.
Based on needs assessments in the construction sector training curricula will be designed and short-term training will be offered.
The ConTra programme will employ Lebanese and Syrian workers to build, maintain and rehabilitate much-needed infrastructure projects in various municipal areas across the country, covering the following activities: implementation of Irrigation pond, retaining walls, sidewalks, new irrigation channels in addition to rehabilitation of existing ones, Solar powered systems, and landscaping works.
ConTra programme duration is 3 years starting on January 2019 untill December 2021.
ConTra is interested to have on board Multi disciplinary Architecture and Engineering consultancy firms for the planning and site supervision phases related to the above mentioned project.
Eligibility criteria
Multi disciplinary Architecture and Engineering consultancy firms should include, not limited to, the following personnel members:
- Architect(s) with at least 5 years of experience, registered at the Lebanese Order of Architects and Engineers
- Structural engineer(s) with at least 5 years of experience, registered at the Lebanese Order of Architects and Engineers
- Electrical engineer(s) with at least 5 years of experience, registered at the Lebanese Order of Architects and Engineers
- Mechanical engineer(s) with at least 5 years of experience, registered at the Lebanese Order of Architects and Engineers
- Cost consultant(s)/Qantity surveyor(s) with university degree and at least 5 years of experience
- CAD operator(s)
Interested firms that fulfill the above mentioned criteria shall be able to fulfill the following services:
- Providing advice on setting up and defining the project.
- Developing and coordinating the design.
- Preparing production information (working drawings) and tender documentation. Technical assistance with evaluation of offers
- Inspecting the project implementation with at least one weekly site visit and one monthly site tracking report.
Interested eligible firms are kindly invited to follow the next steps:
Step 1: Complete the “Expression of Interest Form”
Step 2: Attach a Cover Letter from your company according to the following guidelines:
- The title “Expression of Interest”
- The mandate of the company
- History of the company summarized in two pages maximum or attach the company portfolio
- The EOI to be signed by the Chairman of the company or his representative (attach the authorization to sign)
The Cover Letter and completed Expression of Interest shall be stamped and signed by the respective company.
Step 3:
The information and documents specified above shall be submitted to GIZ in PDF format on Friday, March 13, 2020 by by 23:59 Beirut Local Times at the latest to the following email address: LB_quotation@giz.de. The subject line must be clearly marked as follows: “Expression of Interest for Consultancy Firm related to Construction & Training Programme."
