Referral & Response Officer

The Response & Referral officer will support the implementation of project activities by ensuring quality review of needs assessment and identifying follow-up action to ensure timely and effective response is provided. The Response & Referral Officer will act as a bridge across multiple teams and departments to ensure all needs are referred and responded as needed. S/he will work in close collaboration and coordination with the other project team members, partners and under the supervision of the Head of Project and the Emergency Response Advisor

Effective referral mechanisms and link with integrated need assessment dashboard and referral systems are essential in ensuring of tracking the needs assessed cross-sectorial support.

 

Key activities in your role will include

Objective 1: Insure properly processed data and timely analysis

ensuring that the data within the Protection Dashboard is timely and properly processed and analyzed

2

ensure the information needs are identified and collected with quality standards and methodologically relevant data collection techniques.

Support in providing regular quantitative and qualitative analysis of data uploaded to the platform

4

Apply a protection lens throughout the process in order to detect protection needs and refer to the appropriate actor (either within ACF or external referral)

Working closely with each key team of protection department and ACF (ER team, Field team, MEAL department, etc)

Support in ensuring the use of proper and updated tools and documents relevant to the Protection Dashboard

 

Manage the collated data of the assigned response projects and interaction

Undertake technical assessments preparing all necessary paperwork

 

Objective 2: Data management and data quality control

Support in the designing of datasheets and data collection tools

2

Provide support to relevant staff on using IM tools and managing the data, guidance and standard operating procedures following the manager guidance

Regularly check datasheets to avoid gaps, overlap, or duplication and follow up with relevant staff accordingly.

Verify the accuracy, consistency and reliability of the collected data and identify issues accordingly

Data cleaning and share feedback & lessons learned

Maintain proper filling system of all documents and distribution sheets taking into consideration the sensitivity of these information

Objective 3: Coordination and referral

Ensure up to date and accurate information about available services and self-referral pathways is available, and support collection/transfer and report backs of feedback about service providers with refugee and host community service

Make referrals to relevant service providers including internally within consortium and externally with other actors through standardized referral system, also conduct regular follow up with service providers on referred cases

Identify and respond to information or training gaps among protection staff related to the safe identification and implementation of referrals, under the supervision of the Protection Manager

Monitor and track all field activities and deliveries, ensuring compliance and control is provided.

Maintain complete, accurate and up to date documentations of all referrals conducted

Alongside the MEAL department, facilitate regular monitoring and evaluation activities for the field activities.

Objective 4 : Security

1

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Promote gender equality within the humanitarian and/or development work

 

Do you meet the profile required criteria?

Training/ Education:

Information technology degree, computer science

Technical specific knowledge:

For technical:  knowledge in information management and dashboards

Knowledge in Protection core concept

Ability to manage multiple tasks covering different objectives simultaneously to a high quality

Experience in field work with  vulnerable or at risk communities

Knowledge of participatory approaches and Community Empowerment an advantage

Previous experience:

Two years’ experience working in a related field of expertise.

Experience in the humanitarian sector in a similar position

Personal requirements:

Ability to work in a team

Ability to manage stress effectively

Ability to manage time and priorities well

Clear communicator with excellent inter-personal skills

Ability to work with a degree of autonomy on set tasks

Languages:

Fluent Arabic, Fluency in written and spoken English

IT and specific systems:

 

Windows domain, Compulsory expertise in Excel, use of ODK

Mobility (national/ international)

Based in Zahle with frequent travels to Arsaal and frequent presence in the field
