Monitoring & Evaluation (M&E) and Data Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead the design and implementation of the program’s MEL Plan and information systems to track delivery against program targets, outcomes, and impacts, including clearly defined objectives, indicators, learning mechanisms, and the implementation of appropriate procedures;
  • Ensure that M&E objectives and project indicators are clear to project team members; alert the Program Manager and other project staff as early as possible when indicators are in danger of not being achieved
  • Ensure that data systems capture progress, effectiveness, impact, successes, and challenges
  • Implement interventions to leverage technology and innovation to improve data collection and information systems. 
  • contribute to the development of work plans, calendars, proposals and other project documents especially as they relate to M&E;
  • lead on the development of high quality written weekly, quarterly and annual reports summarizing project results and evidence; review, improve upon and disseminate general project reporting guidelines, for all project reports; adhere to project reporting procedures and schedules
  • Develop and/or revise M&E templates as part of an organization-wide effort to improve project reporting capabilities 
  • Coordinate the distribution of M&E forms and the collection of data for all indicators
  • Carry out a plan for data input adhering to established schedules 
  • Enter data into MS Excel spreadsheets or databases as required
  • Communicate regularly with the technical and field colleagues
  • Ensure use of existing evidence to promote improvements, collaboration, learning, and adaption, and identify solutions to promote data-based decision making among program and technical staff;
  • Assist the Program Manager to ensure overall goals and objectives of the project are met;
  • Provide training on MEL subjects including on-the-job training, mentoring and coaching to selected staff to build their capacity and skills and to improve their overall knowledge and ability to leverage M&E data for decision-making and future programming;
  • Lead efforts to document success stories, lessons learned, knowledge, best practices, and otherwise relevant information and proactively share these with Project Manager.
  • Lead teams for internal or donor-required evaluation.
  • Conduct these and other tasks as required in support of project goals

Requirements

  • Experience in data collection, data processing, research, and report writing
  • Accuracy, attention to detail with the ability to work collaboratively as part of a team using a solution-oriented approach
  • Strong analytical and writing skills as demonstrated by the ability to produce high quality reports;
  • Ability to work under pressure, manage multiple tasks simultaneously and meet deadlines; 
  • Demonstrated ability to work effectively as a member of a fast-moving team, excellent interpersonal skills, willingness to contribute at different levels required to achieve success, self-motivated and ability to work independently 
  • Ability to travel across Lebanon as needed. 
  • Excellent written communication skills in English, working knowledge of Arabic and/or French
  • Advanced computer skills with Microsoft Office; 
  • Basic training in data visualization packages
  • Experience with USAID or other donor-funded projects
