ROLE PURPOSE:The Inclusion Officer is responsible for implementing the non-formal Education programme under the supervision of the Education and Capacity Building Coordinator and with support from the Education Programme Manager as required. S/he will work to ensure the programme implementation is timely and of a high technical quality, monitoring processes are in place, timely reporting occurs, the programme is continually assessed, and solutions quickly put in place should there be a change of context. The post holder shall ensure that children with disabilities and learning difficulties have the opportunity to participate and benefit form quality non-formal education services. S/he will also support the teachers in monitoring the children’ progress and provide direct support to teachers. Also, the Inclusion Officer will work with caregivers and provide them feedback on the progress of their children. The Inclusion Officer is expected to dedicate 75% of work time in the field.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Programme Implementation Support
- Ensure timely and quality implementation of the non-formal education components, providing technical assistance and inputs as needed.
- With the non-formal Education team, ensure the establishment and implementation of operational work plans, setting clear targets and activity plans per programme sites.
- Communicate clearly the targets, programme objectives and activity plans to stakeholders, Save the Children partners, focal points, parents, and children.
- Liaise on a daily basis with stakeholders, communities, and Save the Children Education and Capacity Building Coordinator and Education Assistants to guarantee the smooth operation of the programme.
- Support outreach workers, Save the Children Education team, and partners identify children with disabilities and organize awareness raising sessions for caregivers and the wider community.
- Provide daily support to the team in the field and the learning centre.
- Provide teachers, Save the Children Education team, and partners with relevant trainings and do classroom follow-up with teacher and provide support when needed;
- Perform needs assessment to identify individual needs of children.
- Ensure that referral system is properly functioning and internal/external referrals are being performed as per guidelines to specialized service providers and closely follow-up with parents and service providers on the referred cases when relevant.
- Follow-up on the provision of special needs supplies for children if needed.
- Monitor the progress of children with disabilities and learning difficulties and collect and maintain progress records and discuss results with teachers and caregivers.
- Ensure that data is accurately collected and reported according to the provided guidelines.
- Work closely with the Education and Capacity Building Coordinator in ensuring proper budget expenditure and monitoring.
- Willing to be trained and participate in Training of Trainers programmes as per programme needs and facilitate training sessions for field level stakeholders including parents, communities and teachers as needed.
- Work directly in the field with children, teachers, facilitators, communities, parents, partners staff, and other stakeholders of the programme locations.
- Ensure effective and efficient communication with Save the Children colleagues from different sectors.
- Provide ideas and suggestions based on the day-to-day interaction with communities and other stakeholders.
- Ensure a strict adherence to the principles of Child Protection at all times, including respect for confidentiality and a child centred approach and to act in the best interests of the child.
Monitoring and Evaluation
- Lead the monitoring and evaluation process of the non-formal Education activities
- Produce timely reports for internal use on the ongoing activities of the project highlighting challenges, best practices and lessons learnt.
- Ensure that data is accurately collected on a daily basis.
- Regularly visit programme sites to ensure that parents and the community at large are appropriately supported and qualitative and quantitative programme objectives are achieved.
Human Resources / Team Management / Capacity building
- Contribute to the team capacity building plans and relevant trainings in collaboration with the Education Coordinator and Education Programme Manager while participating in coaching Education Assistants and volunteers.
Adherence to Save the Children policies and procedures
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Perform other duties as agreed with the line manager.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:
- At least two years of experience in inclusive education, preferably in an (I) NGO environment or educational setting. Prior teaching experience is an asset
- Bachelor degree in Education, Development /Humanitarian Studies, or Social Science
- Excellent computer skills (Microsoft Office)
- Demonstrated ability to analyse a wide range of qualitative and quantitative data and to develop data bases and data collection tools
- An understanding of formal and non-formal education and Education in Emergencies
- Ability to analyse information, evaluate options and to plan strategically
- Strong interpersonal, communication and presentation skills
- Fluency in written and spoken Arabic and English. Knowledge of French language is an asset
- Ability and willingness to change work practices and hours, and work in an insecure volatile context
