Position: Finance‐admin Officer for our programme in Lebanon (full time position 40 h / 100%)
forumZFD (Forum Civil Peace Service) is a German non‐governmental organisation established in 1996. It strives for a culture of non‐violence, where conflicts are managed constructively with the goal of ensuring peace. With the help of qualified peace experts and the implementation of projects of the Civil Peace Service, forumZFD works on the development of non‐violent conflict transformation methods and tools for dealing with violent conflicts. forumZFD implements programs in the Middle East, Western Balkans, Philippines, Cambodia, Germany and most recently in Ukraine. forumZFD has been working in Lebanon since 2009.
The 16 local and international staff in collaboration with local NGOs develop projects in three programmes: Dealing with the Past, Capacity Development and Community Mobilising. Initiatives in the Dealing with the Past programme aim to promote mutual acceptance of different narratives of the past (not only the civil war, but also more recent events). forumZFD supports individuals to engage in an inclusive discourse on history and identity. In the area of Capacity Development, we offer trainings in non‐violent conflict transformation to further develop the capacity of the local civil society and our partner organizations to address conflict in a constructive, sensible and peaceful way. As part of the Community Mobilising programme, forumZFD together with its partners trains Lebanese and Syrian community activists to strengthen inter‐group relationships, address local conflicts and meet local needs of both communities in areas where there is a high influx of Syrian refugees.
Your tasks and responsibilities
As finance-admin officer, you will work in a small team in Lebanon, supervised by the finance manager. Your tasks will be derived from all runs of the finance-admin life, including planning, implementation, and documentation of the finance and admin work according to the internal (forumZFD) guidelines, the guidelines of the BMZ (the German Ministry of Economic Cooperation and Development), and local regulations. Your focus will be on contract management.
Specific tasks of this position include:
Finances:
Contribute to a sound book keeping system and assume your own responsibilities in it:
- Draft, revise and make follow up on financial documents (especially contracts) in an accurate and timely manner;
- Check the eligibility of expenditures and prepare payments (contracts, orders, invoices, delivery notes, contracting procedure) as part of effective and qualitative management of procurement;
- Support and follow up with partners and staff on financial processes and guidelines especially reporting,
- Preparation of support documents and reporting on financial process of the office, including the booking of expenses;
- Follow up suppliers and service provision contracts
- Petty Cash accounting;
Administration:
- Responsible for the human resource administration of the staff (e.g. local salaries, tax and social security) including supervising the management of the human resource files (e.g. sick leaves, annual leaves, duty trip requests);
- Digital and physical filing as part of the knowledge management
- Keeping inventories of all office and project related good.
- Other tasks assigned by the finance manager or the Country Director.
Your profile:
- University Educated (at least Bachelor’s degree);
- Minimum of 2 years of relevant work experience, preferably in the civil society sector;
- Knowledge and experience with local financial and administrative regulations and institutions;
- Experience working with national and international NGOs and CBOs;
- Fluent in written and spoken Arabic;
- Very Good written and spoken English; capacity to produce reports and other documents in English;
- Ability to work under pressure as part of a team and to build strong working relationships and high level of flexibility;
- Excellent interpersonal communication skills;
- Have the interest to work on conflict transformation and peacebuilding with communities,
- Ability to work well in own initiative and self-organised and complete tasks on time;
- Open to learn and develop;

- Drivers licence and readiness to go to the field driving the duty car.
Our offer
Participation in a growing organisation with remuneration based on the current forumZFD Lebanon HR policy, (1,400-1,600 USD per month for a full-time position, depending on the level of experience and scope of tasks) including opportunities for capacity development, social security benefits and all legal obligations as per Lebanese labour law. You will contribute with your skills to the team-oriented working environment, working closely with a team of local and international employees.
Start of assignment
Ideally, you are available to start your contract on June 1st 2020 or earlier (initial contract period: 1 year with the option for extension).
