Quality Officer - Beirut and Mount Lebanon

Background:

The Quality program aims to improve performance of the PHCC level through supporting the center to implement selected MoPH standards.

Job Purpose:

The Quality Officer will be in charge of monitoring the quality initiatives in the respective field area. S/He will coordinate with colleagues at IMC and supported primary health care centers to identify gaps and develop improvement plans in the supported facilities and services. The incumbent plays a key role in supporting the health facilities to achieve quality targets according to guidelines and protocols informed by Ministry of Public Health (MoPH) and WHO.

Main Responsibilities:

  • Perform regular quality supervisory visits to supported facilities for assessment, monitoring, and guidance.
  • Conduct a range of quality assurance tasks including observations, audits, completion of checklists and others.
  • Identify gaps in health services at supported facilities based on MoPH standards.
  • Conduct needs assessments and participatory assessments to identify additional gaps and areas of improvement
  • Identify priorities and support in development of quality improvement plans in collaboration with the health facilities and the field staff
  • Offer technical support and mentoring to achieve quality improvement
  • Track performance of the supported facilities towards meeting a set of quality improvement indicators
  • Evaluate the facility’s monthly performance against defined targets to determine clinic staff incentive provision
  • Collect all supporting documents for the incentive provision
  • Perform patient file monitoring
  • Track the budget vs. the actual incentive provision for the quality program on a monthly basis with the QM and finance if needed.
  • Perform any other duties as requested
  • Reporting:
  • ·        Work with the field team to ensure regular
    collection of the quality program data and documentation as per grant and
    reporting requirements.

    ·        Submit regular qualitative reports on the
    quality updates within the respective area

    ·        Maintain detailed records on quality
    assessments, indicators, performance and trends

    ·        Prepare statistics on quality performance
    and quality success stories as relevant

Experience:

Experience with auditing and monitoring of health service delivery and quality initiatives is required.  Desirable: Experience working with an NGO is preferable.
