Reports to: Senior Programme Manager
Location: Beirut, Lebanon
Functions/Key Results Expected
The Legal Officer has the following responsibilities:
- Assist and support the work done by multiple partners such as assessing justice needs of survivors’ associations
- Liaise with partners providing technical advice to facilitate the flow and exchange of information on priorities, approaches and objectives;
- Organise and participate in regular workshops and panels related to project activities;
- Organise, implement and assist with trainings on international legal standards on CRSV, HLP, transitional justice and other frameworks relevant to this project; and
In carrying out these responsibilities, the Legal Officer will perform the duties and tasks outlined below:
Legal:
- Act as a focal point for programme lawyers and partner organizations, including providing technical guidance and setting up meetings;
- Contribute to legal reports by undertaking ad hoc research;
- Support and liaise with survivor associations, providing information on the programme and referring to appropriate internal and external service providers;
- Organize and undertake meetings with human rights advocacy groups and documenters, including women’s groups and LGBTQI organizations;
- Assist with capacity-building events for Syrian lawyers under supervision from a legal expert;
- Assist with the organization of events intended to connect survivors and survivors’ associations with relevant justice mechanisms; and
- Organize advanced and intensive training courses.
Administrative:
- Take ownership of individual workplan to ensure progress is being made towards;
- Attend meetings with partners and key stakeholders;
- Contribute to financial reporting; and
- Assist with the planning of roundtables, including organizing venues and equipment, circulating agendas, taking accurate minutes, and seeking feedback from participants.
Skills and Qualifications:
Required
- Qualified lawyer with 3 years’ work experience;
- Excellent written and oral Arabic AND English;
- Experience working with vulnerable groups such as survivors of gendered based violence and gendered crimes and/or Housing Land and Property issues;
- Good understanding of the Syrian context, gained through experience working on issues related to the Syrian conflict;
- Proficiency in Microsoft Office Suite and strong technical literacy;
- Strong communication and interpersonal skills and ability to work on own and take initiative;
- Ability to meet deadlines and take on tasks from beginning to fulfilment;
- Flexibility; someone who is familiar with the volatile and unpredictable nature of working in post conflict environments;
- Ability to develop strong interpersonal relationships at all levels through excellent negotiation and communication skills.
Preferred
- Experience providing legal information and assistance to vulnerable groups including survivors of gendered violence and gendered crimes and/or Housing Land and Property;
- Experience of legal and/or political advocacy;
- Experience working in the legal sector in the Syrian context;
- Experience of presenting to a wide range of audience or delivering workshops/trainings.
Travel within the region will be required.
