Programme Manager – Lebanon (re-announcement due to COVID-19 crisis)

The Programme Manager is a leading position in the NPA Lebanon based in Beirut. The position is part of the Country Management Team and reports to Country Director.

The position is also part of the global strategic management in NPA and participates in global processes to improve routines and guidelines and the quality of programs. The Programme Manager will work with the Country Director and support divisions to plan, implement, monitor, evaluate and learn with the aim to build sustainable and rights-based development programs as well as relevant and need-based humanitarian aid. The position is key in fundraising and resource mobilization. It is also key in right-based advocacy and the voice of civil society in Lebanon while also providing access to services to meet the basic needs of refugees and its host communities. There are currently 6 staff reporting directly to the Programme Manager, and close collaboration with the 4-member team of finance staff dedicated to working on partner finance management. There are currently more than 20 national partners.

 

Responsibilities: 

General management:

  • Contribute to Strategic management of NPA Lebanon through participation in the Country Management Team.
  • Lead and manage day-to-day the team of Program Coordinators
  • Contributing to the overall development of the NPA country program and finding synergies to the regional work on women’s rights as well as to the department for mine action and disarmament.
  • Contribute to the overall internal controls and ensure the program adheres to the NPA Anti-Corruption Policy, and secure timely and correct reporting of incidents of mismanagement and corruption
  • Liaise with donors, UN agencies, national and international organizations, and relevant government bodies and approach strategically donors for mobilizing resources to DHC Lebanon programs

 

Policy and relevance

  • Lead in developing strategies such as the NPA Country Strategy and other necessary strategy documents to provide clear direction for our work in strengthening civil society, advocating for rights, meeting humanitarian needs.
  • Identify potential synergies and further cross-utilization of resources between the NPA projects within the region and globally
  • Develop the Capacity Building Strategy for Partners and supervise staff in the implementation
  • Develop Advocacy Strategies and Communication plans
  • Active contributor to the coordination forums, such as the Lebanon Humanitarian INGO Forum, and the humanitarian sector coordination groups.

 

Management of programs and projects

  • Establish, develop and strengthen the framework of partnership with civil society organizations in line with NPA’s policies and strategic objectives
  • Ensure good management of the project cycle such as carrying out baselines and mapping of stakeholders, engage partners and communities in planning, carry out regular monitoring, review of results and evaluation of outcome and impact.
  • Ensure that humanitarian programs are based on needs, are relevant, effective and efficient in maintaining human dignity and alleviate the suffering of people affected by conflict.
  • Supervise and ensure the development of proposals, budgets, and reports in line with NPA standards and donor requirements for approval by NPA Head Office and ensure timely submission.

 

Management of Quality

  • Ensure that NPA is a learning organization by regular reviews, reflection, and analysis as well as external evaluations of DHC programs.
  • Apply tools for implementing Core Humanitarian Standards, Humanitarian Principles and Sphere standards in humanitarian programs
  • Ensure that NPA exercises Duty of Care, including but not limited to the safety and security of staff and partners’ staff, data protection and capacity development.  
  • Ensure compliance with donor requirements and develop necessary SOPs to clarify internal procedures to ensure DHC programs comply with the above compliance requirements.
  • Mainstream and implement cross-cutting issues in both development and humanitarian programs.

 

Financial Responsibilities:

  • Overall budget and technical management, including budgeting, monitoring, and reporting in compliance with NPA’s Financial Handbook and donor requirements.
  • Support the CD and Finance Manager to ensure that findings in audit reports are implemented and lessons learned are incorporated in future programmatic activities. Contribute to the overall internal controls of NPA Lebanon and ensure that findings in audit reports are corrected and lessons learned.

 

Required education:

  • Higher education in social science or humanities, or other relevant studies
  • Arabic proficiency and full proficiency in English
  • Human rights or International Law training or studies will be an asset

 

Required Experience:

  • Minimum of five years of relevant work experience in Lebanon
  • International experience as Program Manager from other similar humanitarian and development contexts
  • Documented track record in developing and implementing strategies, plans and achieving objectives
  • Good understanding of political processes and conflict sensitivity
  • Experience with fundraising and donor relations
  • Experience working with local, national or regional NGOs or networks.

 

Other relevant qualifications:

  • Digital competency, with knowledge of ICT tools relevant for development and humanitarian work such as Microsoft Teams, Sharepoint, advanced use of Excel and communication tools.
  • Budgeting and finance management

  • Have the ability to transfer knowledge and build teams
  • Solution-oriented and proven experience in managing complexity
  • Track record of responsible work habits such as to meet deadlines and work professionally under pressure and limited guidance and supervision.
