WASH Project Manager

1. Role Summary:

The WASH Project Manager primary task is to ensure the successful implementation of the delegated WASH portfolio. This encompasses the direct line management of staff, budget management, procurement and donor reporting.

Generic Responsibilities:

1. Adhere to NRC policies, guidance and procedures
2. Line manage all related  programme staff
3. Contribute to the development of Country, Area and WASH strategies, initiate and participate in the development of relevant WASH projects
4. Coordinate and manage WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
5. Implement technical direction and ensure high technical quality of projects
6. Provide regular progress reports to the Area Manager and the WASH Specialist
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
8. Develop and manage project budget and coordinate across the Programmes
9. Ensure capacity building of project staff and transfer key skills
10. Liaise and collaborate with relevant local authorities and other key stakeholders
11. Promote the rights of IDPs/returnees in line with the advocacy strategy
12. Oversee and take responsibility of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s protection mainstreaming guidelines and ensures that all breaches/concerns reported are properly resolved.

Specific Responsibilities:

1. Implement the WASH Programme in the following interventions according to WASH guidelines and SOPs:
   1. Informal Tented Settlements
   2. Community Support Projects
   3. Public schools
   4. Emergency responses (outbreaks, water scarcity, sudden influx, floods/winter storms)
2. Respond to WASH emergencies in a timely manner according to WASH Emergency Response procedures
3. Ensure most vulnerable refugees are targeted by the Programme, with a focus of people with specific needs (PSN) as well as gender and protection issues
4. Provide innovative WASH solutions to programmatic challenges
5. Outcome and output monitoring as indicated in the Monitoring and Evaluation matrix
6. Ensure consistent data management across the program.  
7. Monitor and address referrals of refugee complaints to provide timely feedback in accordance with the NRC complaints feedback response mechanisms and procedures
8. Provide feedback and updates on WASH procedures and guidelines to concerned management as requested.
9. Offer technical advice to WASH programming within and outside of assigned field area
10. Ensure efficient contract management of consultants and contractors retained by the WASH program.
11. Monitor new refugee settlements on a regular basis and coordinate with other NGOs and UN agencies as well as local and national authorities to ensure needs are addressed.

Critical Interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

• Programmes Project Managers and staff: coordinate on activities taking place at similar locations and refer cases when needed
• WASH Specialist: collaborate on strategy, project planning, and staff capacity building
• Logistics and Support team: Ensure timely, cost effective and transparent procurement processes.
• Protection Coordinator
• Local and International NGOs in the area
• UN Agencies
• National relevant authorities

2. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional Competencies:

These are skills, knowledge and experience that are important for effective performance.

• Bachelor degree in Civil, Hydraulic, Environmental Engineering or Public Health

• Minimum 5 years of experience from working as a Project Manager in a humanitarian/recovery context
• Experience with the contract management of engineering consultants and implementing contractors    related to infrastructure projects
• Experience working in complex and volatile contexts
• Fluency in English, both written and spoken

Context/Specific Skills, Knowledge and Experience:

• Knowledge of urban context
• WASH in schools experience
• Strong background in Hygiene Promotion and Community Mobilization
• Experience in managing multiple grants and project simultaneously
• Strong data management and Monitoring and Evaluation skillset
• Strong track record of capacity building staff
• Proficiency in AutoCAD and Microsoft Access appreciated
• Knowledge of Arabic, written and verbal, is an asset
