Economic Security - Cash & Market Specialist

Cash & Market Specialist designs, plans, implements and monitors the Economic Security (EcoSec) Unit’s cash-transfer and market-analysis programmes in line with the country strategy, under supervision and with limited coaching and support from their hierarchical superior. (New hires at the beginning of their assignments may initially require more support to adapt to the ICRC’s policies and guidelines.) The Economic Security Cash & Market Specialist 's tasks include but are not limited to: Working under supervision and with support from the Economic Security Coordinator, has most of the following responsibilities. • Designs and adjusts data-collection tools. • Collects data using data-collection tools and devices. • Designs databases; carries out and supervises data entry into the survey database and the EcoSec Programme Management Tool (EPMT). • Performs mid-level qualitative and quantitative data analysis. • Describes results and produces data visualizations. • Interprets basic quantitative and qualitative data analysis. • Analyses data collected using the household economy approach to identify economic security gaps and develop scenarios. • Leads a market assessment and analyses and interprets the data collected in order to select and design response options (feasibility, methods and delivery of cash-transfer programming, transfer value, vulnerability and targeting). • Designs a suitable method for registering beneficiaries. • Integrates best practice in terms of accountability to beneficiaries throughout the programme-cycle design. • Designs and implements a cash-transfer programme (service-provider selection and contracting, distribution mechanism, preparedness) and can explain it. • Ensures that monitoring of encashment and market prices is carried out. • Contributes to analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC. • Takes part in expanding or strengthening the delegation's network of contacts among the population, the local authorities and/or other stakeholders. • Contributes to internal reporting. • Contributes to organizing and providing capacity-building activities. • Supervises, coaches, guides, supports and appraises EcoSec staff Minimum required knowledge and experience • University degree (bachelor’s in economics) or equivalent experience in another field (e.g. agricultural economics). • Ideally 5 years’ experience in humanitarian field., including minimum 3 years’ experience in managing humanitarian cash programs and market analysis. • Fluent, managing online and tailor-made software programs, platforms and databases • Proficient level of soft skills: Leadership, people management and team work & collaboration. • Proficient: Cash Transfer Programming (CTP), Market Analysis, Market-Based programming and result-based management-Basic: Food security, Livelihood and Relief • Very good command of English (Knowledge of local language) • Good command of excel (MS office) is required. •Good analytical and reporting skills •Able to work in a team •Good communication skills
