Project Manager / Engineer - Emergency Response

The Project Manager will collaboratively work with the Emergency Operations Manager and key functions including Grants Management, Municipalities, and relevant members of the community. It also includes working closely with relevant government entities at the national, regional, and local levels.

Key Responsibilities:

• Coordinate and supervise the conduct of rapid and periodic need assessments in the targeted locations.
• Support the Emergency Operation Manager in developing emergency response plans.
• Develop and update the beneficiary’s selection criteria and ensure it is in line with the organization’s objectives.
• Lead the beneficiaries and household’s selection process as per the criteria and ensure the adherence to emergency response SOPs and protection policies.
• Ensure excellence in implementation in terms of impact, reporting, and timeliness
• Stay abreast of donor compliances and requirements
• Developing and maintaining a database of project outputs, activity tracking, training evaluation and achieved results to provide information for both internal and external reporting
• Ensure timely procurement and smooth operational support in the field through close coordination with the Logistics Department, and provision of necessary program inputs (including regular updates of the project procurement plan, technical inputs for procurement, purchase requests, etc.).
• Supervise field teams to ensure progress against plans, timely reporting of outputs, challenges, liaison with local partners and communities. Ensure that main programmatic decisions and plans related to emergency response are being communicated to the field teams in a timely manner.
• Review and approve key project documentation related to Emergency Response.
• Provide day-to-day support, coordination and mentoring to field teams in relation to emergency response
• Support the recruitment of new emergency response staff through contribution to the development of ToRs, testing, and interviewing of candidates.
• Ensure timely reporting from the field, check to report from field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary.
• Cooperate and support any other tasks related to coordination and capacity building as requested by the emergency operations manager.
• Provide input for grant/donor and program milestone and reports to Programs
• Establish and implement an internal reporting system.
• Coordinate with procurement officers, service providers, program managers, grants managers, and other relevant B&Z staff.
• Update weekly and monthly situation reports

Skills and Competencies

• Bachelor in Civil engineering.
• Minimum of two years of experience in structural rehabilitation.
• Essential Knowledge & Skills Logical and analytical abilities
• Demonstrated ability to transfer knowledge through informal and formal training
• Experience of working in complex and volatile contexts (preferable);
• Experience in budget management, reporting, and donor relations;
• Experience of managing staff, preferably through remote management;
• Strong critical analysis and problem-solving skills;
• Fluency in English – both written and verbal.
• Strong interpersonal skills and the ability to work in a team
• Good organizational and time management skills
• Excellent written and oral communication skills in English
• Computer proficiency in word processing, PowerPoint, Outlook, and Excel.
