Solidarités International is an International NGO working with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for nearly 40 years in the coverage of vital needs, S.I. takes charge of emergency and reconstruction programs.
Solidarités International's teams, made up of around 270 expatriates and nearly 2200 local employees, are today present in 18 countries.
Present in Lebanon since 2014, Solidarites is now launching emergency reconstruction activities in Beirut, to help people affected by the explosion to recover.
Within this context, SI is setting up an emergency response team in which an experienced logistician administrator manager is needed.
ABOUT THE JOB
General objective:
The mission is looking for a Logistics and Administration Manager, based in Beirut with regular to support the emergency operations launched in Beirut to answer the blast damages.
He/she will be in charge of supervise the support team and implement efficient standards process for the support department.
He/She will be in charge of strengthening the capacities of the support team, namely in logistics to ensure a quick capacity of deployment of the Emergency Response Team (ERT) on the field, and in finances to secure cash payments considering external constraints and cash projects procedures (cash distribution).
SI is looking for an emergency-focused, proactive and intuitive collaborator able to support the implementation of activities in highly insecure environments. He/she ensures the implementation of SI procedures and their compliance with a semi-remote management as all areas are not accessible for expatriate staff and sometimes even for national team – therefore, some activities can be conducted remotely.
Responsibilities and main activities:
Administrative and financial follow-up: He/She supervises the administrative and financial aspects on the base and ensures compliance with the related procedures and regulations.
Logistics: He/She supervises the logistical operations, in particular ensuring the good management and documentation of all the supply chain activities at base level, organization of vehicular movement.
Education and experience
- Technical education and significant experience in logistics and finance;
- Previous experience as a Log/Admin Manager (2 years) a prerequisite;
- Experience in tensed context in terms of security is mandatory;
- Experience in mission opening, preferably with SI, is an asset;
- Experience in remote management is an asset;
- Experience in supporting the implementation of WaSH/Shelter project, is an asset
Knowledge and technical skills
- Expertise on local procurement;
- Strong knowledge in transport/fleet management
- Strong knowledge in finance management: field payment/SAGA/cash security
- Proven management skills
- Knowledge in security management, an asset
- Good and proven writing and spoken English are required;
- Arabic speaking is an asset;
Qualities:
- Multi-project support experience;
- Strong interpersonal skills;
- Skill transfer ability highly appreciated;
- Anticipation and self-organization capacities;
- Great work and stress management capacities;
The main challenges:
Specific challenges associated with the position related to the ones associated with implementing new activities in areas we never work in.
Priorities for the 2/3 first months:
- Strengthened internal processes in the supply department: procurement and transportation
- Develop a logistic strategy of deployment to improve support to the program team: warehousing strategical location, review of framework agreement, consolidation of service contract and reliable suppliers etc.
- Reinforce the payment process in the field from the administrative team
SI WILL OFFER YOU
A salaried post: 2,000 USD as a basic salary
Vacation: 1.5 paid leaves/month
