Community Liaison Officer- Beirut

RESPONSIBILITIES:

External Relations

  • Organise regular meetings with key external stakeholders in Medair areas of intervention (AOI) to maintain good relationships, communicate our mission and mandate, provide information on Medair projects, manage expectations, and resolve issues as they arise
  • Maintain a list of Medair Community Focal Points, to be updated and shared with the Lebanon Senior Management Team on a monthly basis
  • Organise external approvals for Medair visitors and consultants (e.g. photographers) as required and ensure that all necessary paperwork is in place
  • Join Medair projects teams in all meetings with municipalities, to ensure a consistent message and approach
  • Prepare, negotiate, and sign agreements or MOU with tenants and landlord

 

Security Support

  • Monitor the security situation in Beirut and provide real-time updates on the Medair internal Security WhatsApp Group, with advisories on areas to avoid and, where possible, alternative routes
  • Support the Logistics and Security Manager to respond to staff emergencies (e.g. road traffic accidents), being available out of hours (e.g. evenings and weekends) if needed
  • Support the Logistics and Security Manager to ensure that all security incidents are documented on Portfolio
  • Adhere to Medair security procedures, as set out in the Lebanon Security Management Plan
  • Be an advocate for security awareness and compliance in the Beirut office

 

Programme Support

  • Ensure that Medair teams (e.g. shelter, health/MHPSS, assessments, distributions) have localized permissions from external stakeholders as they work from cadaster to cadaster in Beirut
  • Attend shelter kit distributions as requested by the distributions team, in sensitive areas
  • Coordinate with the related staff to follow up and close referrals, as requested
  • Support the Medair Emergency Response team during rapid onset emergencies, out of hours if required
  • Any other reasonable duties

PERSON SPECIFICATION:

  • University degree in relevant field
  • Minimum 3 years of Previous experience of working with an international NGO in a similar role, preferably in Beirut
  • Strong written and spoken English/Fluent written and spoken Arabic
  • Enjoys a challenge and works hard to achieve objectives
  • Passionate about serving the poor
  • Self-motivated and Enthusiastic
  • Team-player with good inter-personal skills, willing to share tasks

  • Encouraging, supportive

  • Aptitude for community mobilisation and engagement
  • Capacity to work under pressure and manage personal stress levels
