OBJECTIVE OF THE POSITION:

Under the direct line management of the Emergency Project Manager and in collaboration with the project and MEAL teams, to ensure the identification, registration, orientation and internal and/or external referral of the beneficiaries and follow up through different sources of information (stakeholder, hot line…)

Location: Beirut

Working hours: Monday  till Friday from 8:00 till 17:00

 

Responsibilities

 

 

Responsibility 1: Manage external referrals internally and externally:

Activities:

 

  • In direct contact with the project team , refer HI beneficiaries to partners and other organizations upon Social Workers or Project Officers request and after having double-checked that these beneficiaries meet criteria of the organizations/services.
  • Receive referrals from partners and other organizations to HI by email (or by phone and/or through meetings if communication by email is not possible).
  • Follow-up referrals received and made by email (or by phone and/or through meetings if communication by email is not possible) until a feedback is received .
  • Link on external referrals issues with  Project Officers and Social Workers if needed .
  • Archive all information linked to external referrals (soft and hard copies) making sure beneficiaries’ confidentiality is respected.

 

Responsibility 2: Participate in the Identification of the External actors and service providers

Activities:

 

  • Update on a regular basis the mapping of services accessible to HI beneficiaries and share on a weekly basis any updated information on this mapping with field teams.
  • With  the support of your line mnager , organize meetings with partners/organizations on HI entry criteria and mutual referral process.
  • Attend referral coordination meetings among actors in your area of intervention (both camp and community level) and any other meeting according to your line manager requests.
  • Participate to identify the different services provided at local level for HI beneficiaries

 

Responsibility 3: Responsible of the Intake Hotline, beneficiaries waiting list updates and a focal point for the waiting list feedback from the field team

 

Activities:

  • Receiving and collecting detailed information by phone (Intake line) and email  for new referrals.
  • Answer to calls on intake lines.
  • Call back all referrals received by emails or orally to obtain relevant information.
  • Computerize all referrals collected and information for each referral on the waiting list.
  • Collect any feed-back from beneficiaries (including complaints) and share with line manager.
  • Update the waiting list continuously based on the income calls and referrals in from external actors and share the information with field teams.
  • Organize the waiting list by team/area.
  • Prioritize internal referrals. 
  • Prioritize the cases.
  • Receive feedback from teams and update the waiting list accordingly.
  • Ensure that feedback is received every day from field teams.
  • Update the waiting list accordingly.

 

Responsibility 4: Reporting on the Referral tasks

  • In charge of the weekly referal report and the updated referral dashboard
  • Contribute to the MEAL team weekly Sitrep with referal input and other reports upon request.
  • Provide relevant analysis of the referal collected data and produce information on project’s outputs, outcomes and impacts.
  • Generate comprehensive data for reporting on key variables when relevant.
  • Demonstrate willingness to improve professional competences and to adapt to the field and project’s needs in terms of data collection and analysis.

 

 Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

EDUCATION AND EXPERIENCE:

  • Bachelor degree in Social work or related field
  • At least 2 years of professional experience
  • At least 1 year of professional experience in humanitarian context, preferably in emergency
  • Experience in Data Entry using Microsoft office
  • Highly competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL
  • English language skills
  • Able to motivate and build the capacity of others
  • Very good communication and reporting skills
  • Very good organizational skills
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure
  • Arabic & English mandatory (oral and written)

Basic salary range for the position : The Identification and Referral Officer is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD 1300 – USD 1800
