Procurement Officer and Driver

General Purpose of the Position: The procurement officer and driver provides JRS Lebanon projects with the required supplies and materials in order to ensure that they are implemented according to the action plan developed in the Project Proposal while maintaining compliant records in line with JRS rules and regulations.

 

Main Responsibilities of the Position

1. Procurement

I-Contacts

  1. To support the drafting of Procurement Plans.
  2. To have full knowledge of JRS procurement policy.
  3. To identify, research, and evaluate vendors for quality and pricing.
  4. To contact and negotiate with suppliers.
  5. To review and evaluate the performance of the suppliers.
  6. To provide JRS with requested documents according to JRS Procurement Policy.
  7. To help and support local Project Directors to purchase supplies and to find suppliers.
  8. To establish preferred supplier agreements for commonly used items.
  9. To maintain file on market prices for commonly bought items.
  10. To assign procurement duties to the driver and assistant procurement officer (LBN05) while knowing 80% of LBN05 staff is driving.

II-Reception and delivery

  1. To ensure that supplies and goods are obtained at the best possible prices. 
  2. To ensure and survey transportation for delivery goods.
  3. To ensure that the quality and quantities delivered matches with the description field in the invoices.

III-Petty Cash

  1. To administer and process all Petty Cash transactions within JRS policies and procedures.
  2. To maintain the Petty Cash flow.

IV-Storage and Warehouse in Country Office

  1. To oversee the warehouse.
  2. To coordinate all logistics for the organization of the warehouse and the transport of goods.
  3. To ensure that goods are stored in safe and healthy conditions.

V-Car Maintenance

  1. To provide all the required supplies and goods to ensure car maintenance, as well as invoices, vouchers, quotations and other documents for the Country Finance Officer related with service vehicles. To follow up on all JRS Lebanon cars in terms of insurance renewal and mechanic fees.

2. Logistics

The Procurement Officer and Driver is responsible for all the physical aspects of the office:

  1. To book flights and hotels whenever any staff member is traveling.
  2. To arrange for transportation.
  3. To ensure maintenance of all office equipment and furniture.
  4. Is responsible for keys of the office and any other project keys.

3.Driving

  1. To pick up guest from the airport.
  2. To travel across Lebanon.
  3. To visit suppliers.
  4. To deliver purchases/or money transfer.

 

  • Ensures prompt execution of other tasks that are within the ambit of a Procurement Officer and Driver and that may be requested by the Country Director as needs occur.

 

Competency and Skills:

  • Compassion and strong commitment for refugees and other displaced people.
  • University or college Degree in Business Administration or any other related field.
  • 0-4 years of working experience in procurement
  • Good knowledge of procurement standards and donor guidelines and of the Lebanese market would be an added asset.
  • Possesses integrity and the ability to maintain accurate and confidential records.
  • Computer literacy: Microsoft Office Applications (develop spreadsheet and word documents)
  • Valid driving license
  • Good oral and written English. Very Good oral and written Arabic.
