Shelter Field Officer

GENERAL OBJECTIVE

The Shelter Field Officer, as part of the Shelter Team, will be working on Shelter activities, including, but not limited to, construction and rehabilitation of shelters, upgrading of sanitation facilities, and distribution of relief items at field level, in the framework of PU-AMI’s Program in Lebanon. She/he works in close collaboration with team members of the Shelter and other departments, under the supervision of the Senior Management. He/she contributes to and is part of conducting surveys and collecting needed information from the field following the line manager’s guidelines. The Shelter Field Officer spends most of his/her time in the field and is in daily and direct contact with beneficiaries. 

 

 

Role and Responsibilities    

1-ACTIVITIES IMPLEMENTATION

  • Ensure the distribution of shelter relief items to beneficiaries in coordination with Logistic team and/or other partners;
  • Implement shelter activities, included but not limited to rehabilitation and construction of shelters, rehabilitation and upgrading of sanitary facilities, and distribution of kits or other core relief items.
  • Guarantee the respect of Minimum International Standard as communicated by the Line manager and PU-AMI guidelines;
  • Conduct needs assessment at the field level, following the recommendations of the line manager;
  • Measure and validate the works implemented by the beneficiaries or contractor;
  • Ensure respect of security rules and report immediately to the line manager and Humanitarian officer any accident happening;
  • Ensure the identification and referrals of needs following PU-AMI guidelines and in collaboration with the Line manager and ARO;
  • Provide technical advice to beneficiaries and guide beneficiaries during the rehabilitation works;
  • Ensure compliance with PU-AMI’s strategies and methodologies at the field level, following and adhere to available SoPs and Guidelines;
  • Support other PU-AMI teams, if requested by the line manager;
  • To Participate in team workshops and lessons learned seminars;
  • Participate actively and constructively in team meetings.

2-COMMUNICATION & FOLLOW-UP

  • Participate in the fieldwork and respond to beneficiaries’ queries with good knowledge of relevant information;
  • Ensure referral of cases in need following PU-AMI internal referral mechanism;
  • Communicate PU-AMI’s policies at field level when needed;
  • Report complaints received from beneficiaries and are transparent in front of them.
  • Follow up on the implementation of the activities with daily field visits.

3-REPORTING

  • Report any serious delay, problem or other relevant information to the line manager;
  • Report on the progress of Shelter activities on a daily and weekly basis;
  • To collect and report the data corresponding to the activities implemented, respecting the templates, timeframe, and existing procedures;
  • Contribute and participate within weekly unit meetings including accurate reporting on success and challenges.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

 

PRIORITIES OF THE DEPARTMENT

  • Respond to the emergency activities;
  • Assess and report shelter needs in the area of operation;
  • develop shelter assistance for disabled peoples through the provision of new items;
  • develop new shelter activities in informal settlements;
  • Update when necessary unit prices through market study and SOP;
  • develop shelter needs assessment in current or new area of operation;

 

 

Mandatory requirements

Language skills: Fluent in Arabic, a good level of English (desirable)

Education degree: Secondary Degree

Work experience: Experience in NGOs/private sector for a minimum of 1 year. 

Knowledge and skills:

  • Demonstrate a willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities
  • Excellent geographical knowledge of the Area of Responsibility
  • Willingness and ability to travel within the Area of Responsibility

Computer skills: Basic knowledge of MS Office software including Word and Excel

Other: Valid driving license (for 2 years minimum)
