Micro Small and Medium Enterprise Coordinator - Beirut

ROLE PURPOSE:

As a member of the Food Security and Livelihoods (FSL) team, the MSME Coordinator under the supervision of the Emergency FSL Manager, will oversee the implementation of project’s component related to the support of micro, small and medium enterprises (MSMEs) to help restart their business that have been damaged by the explosion combined with business survival support in FSL programmes in Beirut and support programme assessment and design.

S/he will ensure that the development and execution of the approaches, tools and methodologies are of the highest technical quality, that monitoring processes for local organizations are in place, that reporting is high-quality and timely, and that the programme is continually assessed and reported and solutions quickly put in place for any changes in local context.

SCOPE OF ROLE:

Reports to: Emergency Food Security and Livelihoods Program Manager

 

KEY AREAS OF ACCOUNTABILITY:

Programme Management

- Responsible for the implementation of Save the Children’s MSMEs related activities including provision of small to medium cash grants to MSMEs, enhancing business to business market linkages to MSMEs and support access to finance to MSMEs.

- Prepare weekly and monthly work plans in line with the implementation plan.

- Liaise regularly with communities/municipalities to ensure participatory approaches and acceptance of Save the Children’s FSL programming.

- Work closely with the local organizations working under the project to develop, deliver and monitor the capacity building plan.

- Actively participate in the collection and analysis of information used to determine vulnerability, and contribute to the establishment of transparent targeting criteria.

- With the Program Manager and Technical Adviser, analyse information and evaluate monitoring data to understand impact of project and identify lessons learned for future programming.

- Contribute to local market assessments to determine sectors of intervention, and value chain; as well as the impact of programming on markets and MSMEs in need of support and type of support.

- Produce timely reports for internal use on the status of on-going programming; and lead on donor reporting in close coordination with local partners at field and national level.

- Liaise on a daily basis with finance, logistics, and administration to guarantee the smooth running of programmes.

- In close coordination with the partnership manager and the program manager support the partnership management process including mapping, assessment, capacity development and phase out. 

- Support partners in approaches and tools development and in designing appropriate, segment specific market linkage activities.

- Contribute to the mapping of financial service providers to support MSMEs access to finance.

- Monitor Project budget and implementation plans and recommend necessary adjustments required to meet our goals.

Programme Development

- Support market research and participate in the continuous assessment of mid and long term MSMEs financial and non-financial needs and ensure that it is appropriately reflected to the Emergency FSL Program Manager.

- With other team members (and communities), identify programme gaps and ensure appropriate action is taken.

- Oversee knowledge sharing across teams, and ensure that monitoring and evaluation results are understood and used to improve programs.

Monitoring and Evaluation

- Ensure clear plans in place for monitoring and evaluating project activities in relation to Save the Children and donor objectives; and that lessons learnt are shared and capitalized on.

- Support the partner’s teams to ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis.

- Contribute to the development of data collection tools and databases.

- Coordinate with MEAL team the collection and validation of baseline and monitoring data.

- Regularly visit project sites to ensure that teams are appropriately supported.

External Relationships

- Together with the Program Manager, maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and CBOs, identify opportunities and ensure Save the Children’s participation in key activities of the local level.

- Represent Save the Children at appropriate coordination meetings.

Other

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

- Degree in Economics, Finance, International Relations, Development studies or similar field

- Minimum 3-5 years of experience in working with MSMEs

- Experience in working with local organizations

- Good time management skills

- Experience in data collection and analysis

- Experience in field work and community mobilization; and in training groups of beneficiaries

- Fluency in written and spoken Arabic and English

- Computer skills (especially Excel)

- Strength in interpersonal, communication and presentation skills

- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 

- Available to travel in country
