MEAL Manager BEIRUT – MOUNT LEBANON

RESPONSIBILITIES:

Monitoring and Evaluation

  • Provide technical guidance and day-to-day operational management for the monitoring & evaluation, humanitarian accountability, and information management functions.
  • Establish a sustainable MEAL system for Beirut blast response program and ensure efficient functioning of the unit with the required competencies, staff strength, funding, tools, processes and resources. 
  • Ensure overall program performance (Beirut – Mount Lebanon) is monitored and evaluated against key indicators, core humanitarian standards, donor compliance & MEDAIR policies.
  • Ensure management decision making and the organizations strategic direction is stimulated and informed by critical thinking based on evidence from MEAL systems.
  • Support and revise project designs to ensure technically sound logic models, and SMART indicators are in place for new proposals
  • Ensure humanitarian principles and AAP framework are mainstreamed throughout M&E plans and project designs, to ensure beneficiaries are treated with dignity, by sharing information, and consult them while serving them during the project implementation
  • Develop and maintain up to date detailed M&E plans for Beirut blast response, adapting to the changing environment, to ensure effective processes are established for monitoring project/ program indicators
  • Ensure that all required indicators are collected and reported on through strong organisation and planning of the MEAL teams’ work and the meeting of deadlines.
  • Carry out other related tasks, as required.

 

 

Staff Management

  • Line manage the MEAL Officer/s and support them to strengthen capacities related to monitoring, evaluation, accountability and learning
  • Provide coaching and technical supervision for MEAL unit team in order to build personal capacity and team building.
  • Identify training needs for the Shelter team and organise training in coordination with Shelter PM.
  • Ensure that the MEAL unit adheres to all Medair security guidelines.
  • Promote a positive and healthy team culture.

 

Logistical and Financial Management

  • Raise Purchase Requests for MEAL related activities/ items, and coordinate with the logistics department to ensure the timely purchase and delivery of quality materials.
  • Understand the project budget and plan activities accordingly.
  • Complete the monthly Cash Needs Forecast for MEAL activities.
  • Understand and adhere to Medair finance and logistical procedures that concern MEAL related activities.

 

Communication and Coordination

  • Maintain regular, appropriate, transparent and supportive communication within Medair LBN.
  • Foster good working relationships with external stakeholders, including beneficiaries, community leaders, local authorities and other humanitarian agencies.
  • Collaborate with MEAL unit of Bekaa program, to share best practices, lessons learned for scale up
  • Participate in coordination meetings and sector working groups Beirut, representing Medair where appropriate.
  • Ensure that MEAL related information is shared promptly with MEAL PM.
  • Clearly communicate M&E findings and data timely and accurately with Shelter PM and PC, as well as other project/ program staff to support informed decision making and corrective action taken in time when needed.

 

Quality Management

  • Promote and use the Medair operating procedures, ensuring that all standardised forms are used, and guidelines are followed.
  • Develop and implement ways in which MEAL related systems can be more effective and efficient.
  • Work closely with the Information Management (IM) team to ensure that proper tools are in place for project implementation and monitoring / evaluation.
  • Pro-actively work to prevent fraud by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (e.g. Sphere and CHS standards).

 

PERSON SPECIFICATION:

  • Bachelor degree in relevant discipline, whether generalist (such as International Development or Political Science), or a shelter-related discipline (such as Civil Engineering or Architecture), or a health-related discipline (such as Public Health or Nutrition).

  • Familiar with Sphere Standards, Humanitarian and AAP (Accountability to Affected Populations) principles).

    At least 5 years related professional experience.

    Experience working in Monitoring and Evaluation roles, ideally at a management level

    Experience designing and conducting surveys.

    Experience managing staff and overseeing teams, including their professional development

    Experience promoting learning for innovation in humanitarian programmes

    Experience with mainstreaming protection in humanitarian programmes

    Strong working knowledge of Arabic and English (spoken and written)

    Computer skills including Excel, SPSS, STATA or other database applications, ODK, including strong analysis and written presentation skills

    Team-player with good inter-personal skills, willing to share tasks and delegate

    Encouraging, supportive, and willing to explore and share new resources to foster learning and staff development

    Capacity to work under pressure and manage personal stress levels

    Independent, Creative, Flexible and open-minded in all matters
