Shelter Team Leader

Job Summary

The main purpose of the position is, under the management of the Shelter Project Manager, to implement Concern’s Shelter activities in shelter units at residential, non-residential level and in collective site. 

This role includes overseeing the work of the WASH/Shelter Engineer(s), coordinate assistance in the area of intervention,  gathering information and data on shelter locations, conducting assessments, technical preparation and supervision of construction activities, bill of quantities, negotiations of contracts with contractors, negotiation of rent agreement, preparation of contracts and payments, and monitoring of Concern’s activities.

 

Duties and Responsibilities

 

  1.         Programme Development
  1.             Develop strategy for intervention in collaboration with the relevant managers and the Shelter Team
  2.             Design and schedule activities consistent with the output targets and objectives of the programme in collaboration with the Programme Manager
  3.             Assist in the development of a monitoring and evaluation system for the technical and social activities which accurately measures outcomes and contributes to quality programme delivery
  4.             Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]

 

  1. Programme Management
    1. Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
    2. Develop weekly, monthly and quarterly work plans and ensure that these are implemented
    3. Develop weekly, monthly and quarterly work reports.
    4. Ensure that accurate programme databases are maintained
    5. Monitor performance of WASH/Shelter engineer(s) and conduct regular reviews (PDR, probation objectives, etc.)
    6. Assist the Programme Manager in budget planning revision and management in coordination with the finance team
    7. Liaise as necessary with other Concern programme, systems, and logistic / procurement teams

 

  1. Reporting and Communication
  1. In coordination with the WASH/Shelter team, support Concern to meet its minimum quality and accountability requirements in emergencies
  2. Produce monthly/weekly/daily progress reports on ongoing works.
  3. Document and record all works fully including any investigations on owner-beneficiary disputes, referral issues etc.;
  4. Facilitate communication flows between comunity leaders, community focal points and Concern staff by providing timely information as required
  5. Co-ordination with other program teams to ensure effective identification of beneficiaries and assistance to these beneficiaries.

 

 

  1. Participate in the identification of people in need of shelter assistance
    1. Identification of affected people to be assisted in collaboration with Concern Social officer(s), municipality, community focal points, existing beneficiaries and other stakeholders following the project eligibility criteria;

 

  1. Technical assessment and BoQ preparation
    1. Technical assessment of residential and non-residential shelter units but also of common area in affected buildings;
    2. Involvement of residents in the identification of risks and rehabilitation needs;
    3. Prepare the Bill of Quantities for rehabilitation in line with the  Shelter Working Group’s guidelines and technical standards;
    4. Participate in resolution of any conflict that may arise if requested.

 

 

  1. Oversee construction in the shelters
  1. Monitor on daily basis the progress and quality of construction activities; ensure adherence to agreed standards and processes; highlighting any issues and examples of good practice through regular reports to managers and in team meetings
  2. Provide technical input in the general supervision, progress of construction activities and control of quality of materials and workmanship;
  3. Participate to the final measurements of the works with the engineer(s);
  4. Prepare all the supporting documentation for payment to owners and contractors;
  5. Produce weekly/daily progress reports on the construction activities, contract status and beneficiary participation as required
  6. Data collection and data entry of information relating to households, shelters & works.

 

 

  1. Participate to emergency response in housing units
    1. In coordination with the Shelter and WASH Team, support Concern to meet its minimum quality and accountability requirements in emergencies;
    2. Conduct technical assessment following emergency at the request of the Programme Manager;
    3. Report on needs and assistance required;
    4. Delivery of shelter and NFI kits to people in need;
    5. Identify the skills and promote self-help approach within the affected populations
    6. Provide technical guidance in the installation of shelters to beneficiaries;
    7. Participate to the referral system of Concern enabling people in need to access the adequate services.

 

  1. Safeguarding  household security of tenure
    1. Preparation of contractual agreements documentation where needed with adequate filing system.
    2. Awareness raising of Housing, Land and Property rights of beneficiaries, when engaging with building owners, local authorities, and the households.

 

  1. Referrals & Service Mapping
    1. Provide documentation and information about all services in the area (including addresses and contact details) to beneficiaries after identification of service of each Municipality of intervention as well as nationwide.
    2. Identification of beneficiaries requiring other services and referral and follow up of referral to other services.
    3. Coordination with Concern Case Management team for identification of protection cases
    4. Sharing of Concern Complaint Response Mechanism and contact details.

 

  1. Participate in the COVID-19 response of CWW through assessments and distributions of IPC, disinfection and hygiene kits.

 

  1. Conduct additional tasks as requested by the Project Manager or Programme Manager.

 

  1. Adhere to the standards of conduct outlines in the Programme Participant Protection Policy and Concern Code of Conduct.

 

  1. Support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

 

  1.   Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)

 

  1. Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required by the Line Manager.

 

Skills, Qualifications, Experience and Attitude Required

  • Degree in Engineering, certificate in building/construction or related technical qualification
  • Minimum of two years’ experience in humanitarian organisation, especially in the Shelter and WASH sector
  • Experience in monitoring construction and managing contractors is highly desirable
  • Experience in providing trainings or trainings of trainers is highly recommended
  • Familiarity with the minimum construction standards for camps (eg., Sphere)
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • Strong negotiation and mediation skills and ability to work independently
  • Excellent communication skills in Arabic, a reasonable level of English in reading and speaking
  • Report writing skills and computer skills in word processing and spreadsheets
  • Experience in conducting surveys, managing data and statistics is desirable
  • Leadership and supervisory skills and ability to foster team spirit
  • Willingness to stay on site and travel to construction sites all the time
