Partnership Officer

Job Summary

The Partnerships Officer in Beirut will act as Concern’s focal point for relationship with a partner and the migrants’ communities in the field, and will be mainly responsible for identifying and assessing the partner’s capacity as pertains to the services they provide, coordinating the partner’s operational and programmatic capacity building plans in close collaboration with the programme and support departments, and tracking and monitoring the partner progress.

The project, called the anti-racism initiative, will be supporting migrants who live in the damaged area from the explosion in Beirut with a 3-pronged approach:

  1. Advocacy – launching an anti-racism campaign aimed at encouraging humanitarian responders not to forget migrants caught up in the blast
  2. Partnership – supporting a migrant-led initiative who target migrants, with capacity building in protection / referrals, and organisational management, including equipping and up-skilling – this partner will be the main institution for both other elements of the project. In addition the partner will identify a cohort of volunteers who can be embedded in other volunteer initiatives, sending a message to all that migrants are also responding, visibly, to the blast
  3. Response – a multi-sector comprehensive approach to a pocket of extremely vulnerable blast-affected migrants, including building rehabilitation, WASH and protection response, and referrals aimed at ensuring a multi-sector response to all identified needs. This element would include building the capacity of some migrants to become contractors in building rehabilitation for ongoing employment

The post holder will be ‘seconded’ to the proposed partner, and work with them full-time, ensuring that through the partner all project objectives are met.

The post-holder will be under the management of the Emergency Program Manager and coordinate closely with the Humanitarian Policy Advisor,  the other officer who oversees the response element (#3 above)
 
Duties and Responsibilities 


1. Facilitate and coordinate all aspects of a partnership with the migrant-led initiative, including:  

  • Stakeholders mapping / capacity assessment leading to a final selection of an appropriate partner
  • MoU development 
  • Development of capacity building plan in protection mainstreaming, PSEA, organisational management and others as required
  • Selection and management, including cash payments, of migrant worker volunteers for embedding in other volunteer initiatives
  • Development and implementation of phase out / exit strategy 

 

  1. Ensure the implementation of activities associated with the partnership, including:
    • Implementation of capacity building process, including targeted training and mentoring on protection (PSS, PFA, referrals, data protection etc) and organisational management (organisational structures and HR, procurement procedures, financial management, donor relations, strategic planning, Code of Conduct, Core Humanitarian Standards, safety, M&E, beneficiary feedback mechanisms, proposal development etc.)
    • Assist in the selection of - and payment of - migrant workers for embedding in other volunteer initiatives (budget covers 10 people for 3 months – it may be best to select a larger number of migrant workers for doing several weeks each, so as to widen the number of people who can benefit from this
    • Assist in the selection of migrants with construction experience for on-the-job training and equipping to increase their employability. Make sure all activities done through or by the partner are coordinated with other humanitarian actors
    • Ensure program participants are well equipped and prepared to mitigate risks of COVID-19
    • Aligned with Concern logistic procedure, initiate requisitions for procurement of materials, tools, equipment in a timely manner;

 

  1.   Monitoring and evaluation
    • Lead research into the needs of migrants affected by the blast – for supplying content for
    • the advocacy element, and improving the approach in the response element
    • Follow up with migrants involved in Concern’s different initiatives, in terms of well-being, capacity and needs.
    • Lead surveys to evaluate the partner’s capacity and progress and support Concern monitoring the impact of its intervention
    • Ensure up-to-date database of all activities and document all approaches;
    • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions;
    • Provide weekly and monthly reports;
    • Other duties as required by the Emergency Programme Manager and the Humanitarian Policy Advisor.

Work Ethic

  • Adhere to Concern’s Program Participant Protection Policy (P4),  Concern’s Code of Conduct and its associated policies.
  • Support and promote Concern’s Program Participant Protection Policy (P4) and Concern Code of Conduct to Program participants
  • Support the implementation of the Complaints Response Mechanism (CRM) among staff members, beneficiaries and partners.

About you

To be successful in this role you must have: 3 years’ minimum experience in relevant work: 

  • Managing partnership contracts 
  • Implementation of projects through sub-grantees 
  • Developing and delivering capacity building plans. 
  • Protection

Required qualifications 

  • A Bachelors university degree; preferably related to international development and/or programme management
  • Strong ability to coordinate, organize work, meet deadlines, maintain composure, coordinate multiple tasks and maintain attention to detail 
  • Proven experience in protection programming in Lebanon, including safe referrals, case management, MHPSS and PFA
  • Previous experience in working with marginalised groups
  • Proficient in conducting training needs analysis/assessments and developing and delivering training programs including coaching, training and supervision of staff. 
  • Excellent knowledge of the NGO operation departments (Finance, Logistics, and Human Resources) 
  • An open and friendly, non-aggressive/arrogant attitude, good at listening
  • Excellent interpersonal and problem-solving and facilitation skills 
  • Flexibility in working overtime when needed and ability to work flexible hours 
  • Computer literacy (Microsoft Word, Outlook (or equivalent email) and Excel) 
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Fluency in Arabic and English
