Child Protection Emergency Response Manager - NATIONALS CANDIDATES ONLY

The Manager will manage operational aspects of the day to day running of the project which includes supervision of staff, supporting the team to manage high risk cases thoroughly, remain on standby for weekend emergencies. Should the program expend the Emergency response Implementation, the Manager should be prepared to assume additional thematic program responsibilities.

Major Responsibilities:
Program development & Coordination

  • Work closely with the Senior Manager & Child protection coordinator develop project proposals, ensure financial processes comply with internal regulations, prepare budgets
  • Set Detailed Implementation Plans, spending plans for all grants and closely monitor grants outputs in a timely and accountable manner
  • Ensure IRCs Emergency Response programming is set up adhering to quality control checks,
  • NEW child protection capacity building officers need to have clear goals and responsibilities
  • Train new child protection capacity building officers in key interventions, and work closely with the relevant M & E staff to ensure that our internal team is able to report on its work appropriately
  • Work closely with partnership focal points and external partners to agree upon and lead capacity building plans which address technical needs in child protection case management, psychosocial support, monitoring and evaluation, as well as key components of organizational capacity building support
  • Provide solid technical support to Case management team and ensure team are consistently referring beneficiaries (where appropriate) to external bodies to access services, including referrals for PCAP, resettlement, medical referrals, judicial protection etc
  • Analyze outcomes of child protection cases referred for protection and assess whether child is safe, and thrive – if not assume full responsibility for advocating for specific outcomes for the child
  • Flag trends of concern affecting working children to national working groups, the coordinator and the authorities when relevant
  • Oversees appropriate documentation of the program (databases, Activity Info, weekly and monthly reporting internally and externally)
  • Coordinate closely with the Senior CP Manager, and CP Coordinator to agree on relevant meetings to attend and represent IRC externally with CPWG, Municipality, UN colleagues, National NGO’s, and others as and when needed and coordinator on emergency coordination as needed
  • Responsible for all aspects of reporting including donor reports, internal situation reports, fact sheets, analyzing incidents of violence and trends affecting working children
  • Program development: Based on existing gaps in the system (both national system and humanitarian), identify opportunities for program development, coordinate closely with the CP Coordinator on the development of new project proposals

M&E

  • Provide weekly updates on emergency response
  • Ensure adequate and accurate reporting of data-Activity Info, Sitreps, as well as M & E reporting within the team in close coordination with the M&E officer, & CP Coordinator

Staff management

  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely technical and performance feedback, and leading documented semi-annual performance reviews
  • Set up and implement a capacity building plan for all members team: Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage
  • Lead the team in the execution of administrative, logistic and financial tasks in coordination with the relevant departments (such as purchasing items, liquidating advances, filling in relevant documentation and records in a timely manner)
  • Provide daily technical support PSS, CM components

Capacity Building for Partners

  • Deliver core trainings on psychosocial support for children, child protection case management, child labour, life skills and IRCs Parenting curriculums Families make the Difference and Parenting for caregivers of working children.
  • Identify common areas of capacity development and support needed by partners as well as to delivery relevant support
  • Oversee sessions schedules of partner on a weekly basis, to ensure all relevant staff are well informed and on board with schedule.
  • Ensure open and close communication with partners
  • Leads learning, training, and capacity building initiatives rights

Other

  • Conduct weekly team meetings with the team on capacity strengthening plans and progress
  • Conduct regular meetings with partners to promote accountability from IRC, capacity sharing, mutual understanding and joint problem solving
  • Regularly support in the field with partners capacity sharing sessions, alongside CP CM and PSS capacity sharing officers
  • Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents directly to the CP Coordinator, Security officer and Security Coordinator and liaise with external parties as required to maintain/enhance the security environment for IRC programs;
  • Ensure that IRC services meet a high standard by coaching and monitoring activities using standard sector tools, critical thinking skills and feedback from Children, caregivers using our services

Key Working Relationships:
Position Reports to: CP Coordinator

Position directly supervises: Two Child protection capacity building Officer
Indirect Reporting: Senior Child Protection Manager Other Internal and/or external contacts:
Internal: Senior M&E Officer, Admin Assistant, Coaching Team, Access to Justice Team
External: Municipality, Internal Security Forces, Child Protection Working Group, Donors, International Labour Organization, UPEL, UNICEF, UNHCR, Ministry of Justice
 

Job Requirements
Education:University degree in social work, human rights, protection, law or other relevant field- Master Degree is preferable
Work Experience:

  • A minimum of seven years working experience in the humanitarian/development field
  • Experience of working on issues of exploitation, street children and trafficking
  • Experience of working in Child Protection programs in emergencies
  • Solid technical experience in CP case management and PSS
  • Strong experience in training delivery
  • Experience in proposal writing and budget development
  • Experience in budget management
  • Experience in managing and supporting staff development
  • Ability to work with short deadlines and under pressure
  • Personal qualities: Team player, flexible, able to handle pressure well and work in cross-cultural setting;
  • Staunch advocate and believer of child protection and child rights. Strong critical thinking skills

Demonstrated Skills and Competencies:

  • Demonstrated experience in developing training manuals and tools;
  • Demonstrated experience in developing project proposals and budgets;
  • Demonstrated experience in report writing
