1. Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.
2. Summary of Position
Reporting to the Regional Program Manager (RPM), the Field Officer represents CSP in his/her assigned region of intervention. S/he maintains relationships with key stakeholders to design and implement effective community stabilization, development and livelihood activities.
3. Specific Duties and Responsibilities
- Conducts situational awareness and contextual analysis in the assigned region, and in areas where CSP has activities under implementation.
- Assists in making recommendations for program-led community stabilization activities.
- Assist in identifying, implementing and monitoring all activities in his/her assigned region of intervention.
- Responsible for writing and reviewing activity reports and notes.
- Support the RPM in preparing and monitoring budgets for activities.
- Monitors program activities in the field and reports back to the RPM on progress and developments.
- Conducts regular site visits to report on activity progress, and helps partners remove barriers to activity implementation.
- Follows up on logisitics, documentation, and other paperwork needed by the Activity Fund team.
- Provides updates on program activites for program reports and responds to requests for information from CSP staff.
- Assists RPMs and other CSP staff in scheduling and facilitating meetings with past, current, and prospective partners. Writes minutes of meetings and activity visit reports.
- Monitors and gives updates on evolving situations in the field as it relates to program implementation.
- Other duties, as assigned by the supervisor or his/her designee.
4. Minimum Qualifications
- University degree required.
- At least three years of professional experience in emergency response, stabilization programming, or another relevant area of expertise.
- Experience in program design, implementation, oversight, or monitoring preferred.
- Strong writing and reporting skills.
- Excellent communication and networking skills.
- Proven experience fostering effective relationships with a variety of stakeholders, including local government, community-based organizations, and the private sector.
- Ability to work independently and as part of a diverse team.
- Fluency in spoken Arabic language.
- Fluency in written and spoken English language.
- Access to a car for transportation to site visits.
5. Place of Assignment
The Field Officer will be based in one of CSP’s regions of operation and will be expected to travel to the project’s main office in Beirut at least once per week for meetings and consultation.
6. Reporting
The Field Officer will report directly to the Regional Program Manager, or equivalent.
