Cash Officer - Beirut

ROLE PURPOSE: In collaboration with the Cash Response Coordinator, the cash officer will be responsible for the implementation of cash transfer programme operations in Beirut, Mount Lebanon and South area (BML).

CHILD SAFEGUARDING: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

SCOPE OF ROLE:

Reports to: Cash Response Coordinator

Reporting to: Cash assistant/FSL assistant

KEY AREAS OF ACCOUNTABILITY:

- Implementation of cash transfer operational elements of programme activities through working closely with the cash operations staff and technical sector advisors

- Support assessments, re-targeting and registration exercises of project beneficiaries.

- Coordinating with key stake holders; donors, government ministries and implementing partners to ensure successful project implementation.

- Presenting project data or project results as required by management, donors or government.

- Carry out targeting, verification and upload of beneficiaries data into the system

- Monitoring project(s) progress from beginning to end.

- Compile and submit/share project progress reports; including site progress reports, and other statistical/technical reports.

- Ensuring beneficiary data integrity and a transparent distribution exercise.

- Support mobilization of communities for the successful implementation of project activities and ensuring a good working relationship with field staff and local community.

- Managing and supervision of cash distribution.

- Ensure that activities are in line with the set SC Lebanon cash standard operating procedures

- Work with Safety and Security colleagues to develop and implement effective safety and security procedures for specific cash transfer programming activities, ensuring that these are updated and revised at regular intervals and that new programmes are built around security considerations.

- Perform other duties as required.

QUALIFICATIONS AND EXPERIENCE:

- Degree in Economics, Finance, International Relations, Development studies or similar field

- Minimum 3 years of experience in development/humanitarian work of which  2 years in implementing cash transfer programmes (across sectors)

- Experience in developing M&E tools 

- Experience in field work and community mobilization 

- Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties

- Demonstrable knowledge of key areas of programme operations, logistics and grant management relevant to delivering quality cash and vouchers programming

- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment

- Fluency in written and spoken English

- Computer skills

- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

- Previous work experience in Lebanon or other areas in the Middle East

- Previous work experience in response to the Syrian crisis

- Spoken and/or written Arabic
