Protection Officer (National Contract)

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

 GVC is actually recruiting a personnel to cover the position of 1 Protection Officer to support activities in GVC El-Ain Office with frequent travel to GVC offices in Zahle and Akkar, Lebanon.

Job Overview/Summary:

The Protection Officer is responsible for supporting the IPA team/focal points in the ongoing coaching and technical support as well as whenever needed, support the CPA and technical teams (WASH, Shelter, BA) in identifying protection cases in need. She/he will spend the majority of his/her time in the field and will ensure that all the IPA focal points are implementing the IPA according to the Interagency standards. The Protection Officer will help identifying lessons learned and contributing to the development of technical tools and guidance for staff. 

MAIN DUTIES AND RESPONSIBILITIES

IPA:

  • Assess needs of people with specific needs and elderlies in urban and rural area through the technical assessment and reporting in the database;
  • Guarantee the IPA assessment quality, including capacity building, mentoring and supervision of field staff in charge of IPA Assessment implementation;
  • Self-referrals follow-up and documentation in IPA IMS;
  • Ensure that Protection incidents are immediately identified and assessed;
  • Field visit to complex cases upon request by Senior Protection Officer and Protection Coordinator;
  • Assist the Senior Protection Officer in ensuring updates of the service provider’s database (service directory), especially those that are relevant for services tailored to persons with specific needs and elderlies;
  • Ensure that the protection mainstreaming is well applied and respected in all GVC services, especially for people with specific needs;
  • Support in developing and improving the IPA tools and training packages whenever needed;
  • Support the Protection Coordinator in developing the protection curricula trainings;
  • Based on the field needs, support in conducting trainings;
  • Provide recommendations for follow-up and for future IPA activities;
  • Any other activity assigned by line and/or technical supervisor(s) in line with program development and implementation. 

CPA implementation:

  • Support the Community Empowerment Workers (CEWs) in preparing and facilitating the Focus Group Discussions with People with Specific needs and elderlies during the implementation of the CPA (Community Protection Approach);
  • Provide technical support and inputs in the review of the PRPs’ activities, and participate in their implementation process as needed including by coordinating with other agencies as needed:
  • Ensure the systematization and elaboration of synergies between the CEWs, the  Field Monitors (WASH/Shelter/BA) and the information management team;
  • Contribute to capacity building of GVC field staff as well as the LPC partners’ (ACF and NRC) by preparing and conducting technical trainings on specific topics (for instance, facilitation skills with children, PFA, etc.);
  • Contribute to the analysis of people with specific needs and elderlies’ specific contextual protection risks (including barriers to shelter/settlements) and coping strategies;

Reporting and Representation:

  • Ensure appropriate weekly planning and reporting to line and technical managers;
  • Ensure all the documentation is appropriate and properly maintained;
  • Represent GVC in sub-sectors coordination groups as requested by the Technical Line Manager and the PM;
  • On a weekly basis, review the data provided in the platform with the Senior Protection Officer to ensure that all the identified cases are in place.
  • Support the Senior Protection Officer in attending the regional working groups whenever needed.
  • Liaise and collaborate with other protection actors in GVC’s areas of intervention.
  • Maintain positive coordination and relationships with partners and other GVC sector staff.
