PROJECT DESCRIPTION:
SIF will support vulnerable women and men in targeted vulnerable Lebanese communities to sustainably improve their skills, capacities and livelihood opportunities in line with WFP’s Lebanon Country Strategy plan (2018-2021).
The overall objective of this project is to contribute to the poverty reduction and Food security in vulnerable area through integrated sustainable development activities focused on improving women’s access to the labor market.
PROJECT MODALITIES (Food, Cash, Capacity Strengthening, Technical and Specialist Services): Cash, Capacity Strengthening, Technical and Specialist Services
MAIN ACTIVITIES:
- Market based food and food related vocational trainings in SDCs
- Business related life skills training
- Placements in internships and on-the-job training in private businesses
- Job referrals and job counselling
LOCATION / REGION: Hayy el Selloum, Bourj El Barajneh, Tarik El Jadideh
The Project Manager is responsible for overall program management, supervision, administration and implementation of a FFL Project. The Vocational Training Program will target vulnerable Lebanese in Beirut, Lebanon, in order to provide them with vocational and life skills to increase their potential to generate income and inter to job markets.
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with SIF values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.
- Proper Management of FFL Project’s activities according to SIF’s Quality Standards and coordinate with relevant stakeholders (Delegations of Agriculture, Health, Social Affairs, etc)
- Overall management of Project activities and staff members.
- Support in monitoring of activities, evaluation and ensure quality reporting.
- Coordination and liaison with finance, logistics and administration to ensure the smooth Project’s implementation.
PROGRAM IMPLEMENTATION
- Develop SIF capacity in the field of livelihoods programs, set strategies and operational measures to effectively respond to the need.
- Provide guidance and direction for effective planning, implementation of agreed plans.
- Monitor the program and make adjustments as necessary while ensuring the quality control of overall program implementation;
- Undertake situation analyses and needs assessments (including market studies, job opportunities, assessment of vulnerability, skills, motivation…)Identify potential partnerships to implement programs and training (establish and maintain strong linkage with local vocational training providers, Local NGO and institutions, and privet sectors ); make recommendations on how to fill gaps)
- Maintain solid relations with the PMs in the mission and program implementing partners;
- Coordinate regularly with program coordinator and technical team ensuring harmonization on the strategy
- Contribute in writing proposals
- Guarantee that every activity has clear documentation to measure the impact, the attendance sheet, the outcome etc., while maintaining documentation of each activity in an orderly manner
- Serve as the Project Budget Holder and oversee effective financial management of the program’s grant/s and activities with the support of program coordinator. The Project Manager must oversee all budget expenditures.
- Develop forms and records to document program activities
- Develop monitoring and reporting mechanisms on a variety of levels e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports, etc set up new tools for monitoring and evaluation when needed.
- Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.
- Develop training programs and assist in capacity building for staff and partners.
TEAM MANAGEMENT
- Contribute to staff recruitment process.
- Daily management of all unit staff while managing effective communication and feedback mechanisms.
- Coordinate monthly meetings with staff and report to line manager.
- Ensure a good communication/ coordination of information between the team members through regular coordination meetings (or other if needed);
- Handle conflict resolution (personal and professional) within the team.
REPRESENTATION
- Set up and lead coordination with government authorities and persons of concern to develop strategies and action plans.
- Represent SIF vis-à-vis local authorities in the area of intervention, for all issues linked to the program in coordination with the Head of Mission and Program Coordinator, to advocate and promote program goals and objectives, and communicate with major partners on policies.
- Liaise with other agencies, NGOs, government bodies and donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs
- Represent SIF in working groups (Livelihoods) at national level and in Beirut, Lebanon.
MONITORING AND EVALUATION
- Coordinate in the preparation of quarterly and annual action plan for the implementation and management of the project.
- Ensure strong coordination with MEAL Officer to monitor the implementation of the planned Activities.
- Supervise the Documentation, in timely manner, of all progress, challenges, and learning for future implementation of similar projects and accountability in coordination with MEAL Officer.
- Supervise and evaluate the staff members’ performance.
- Ensure strong coordination of project activities to beneficiaries and different stakeholders under the supervision of the Line manager.
REPORTING
Reports directly to SIF’s Beirut Office, to the Program coordinator. S/he will submit the following reports at the end of each week:
- All information gathered in the field and consolidate a Monthly report (into the proper reporting format) to be delivered to the program coordinator; which includes: the number of beneficiaries, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution.
- The Narrative Report (intermediary and final) on donor format follow up on indicators, outcome and output, including the number of beneficiaries, breakdown per age group and gender; should also include charts, trend analysis and solution.
- Activities report and Weekly update – numbers of beneficiaries and households visited segregated by age, gender, needs and vulnerability (i.e. living in very poor conditions and other to the Head of Mission and Program Coordinator upon his/her solicitation.
- Feed the Activity info reporting platform with the support of the data base officer
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Education: Master’s degree in Social Sciences, Development Studies, entrepreneurship or any related field.
- Experience: Minimum 3 years of experience as a manager in the area of development: Livelihood, Women empowerment, entrepreneurship. Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development. Experience within another INGO is desired.
- Languages: Excellent command of English and Arabic (speaking and writing), French is an asset.
KNOWLEDGE, SKILLS & COMPETENCIES
- Awareness of Human Rights and Refugee Laws.
- Experienced in livelihood, market studies, vocational training program implementation.
- Experienced in proposal writing.
- Knowledge of issues relating to refugee women, gender, humanitarian and development issues, and protection response.
- Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management.
- Excellent written and oral communication skills.
- Experience in consultation and liaison with government and non-governmental officials.
- Strong organizational skills and ability to work under pressure.
- Able to establish and maintain effective working relationships with people of different cultural backgrounds.
- Strong cross-cultural communication and resilience skills.
- Able to work effectively in a multi-cultural environment.
- Confident and proficient in the use of MS Office, especially Excel and Word.
