1. Purpose
CARE is currently seeking a dynamic expert who will lead the conceptualization, contextualization and operationalization of a database management system for an online platform to be developed by CIL. The position will lead the design of an innovative and practical database management system to collect, clean and analyze data provided by service providers in Lebanon.
This position is based in the Beirut office and will support CARE’s direct and indirect implementation through the timely and quality support to the program implementation teams and partners to ensure targeted high-quality delivery and impact.

4. Specific Duties and Responsibilities
JOB RESPONSIBILITY #1: Putting a Database Management System in Place
- Coordinate with INGOs, local NGOs, and CBOs to understand previous data management platforms
- Create the structure and flow of a Database intended to harvest data from local service providers, and to analyze it to provide a snapshot of local service providers across the country, levels, gaps, trends, etc.
- Develop light, non-intrusive modalities and tools to collect, clean and analyse segregated data that includes gender indicators and enables cross-checks for accuracy.
- Support local organizations to develop their data management and utilization capacities as needed with attention to data protection and confidentiality
- Coordinate with the technical and disaster risk reduction focal point while developing a data management system
JOB RESPONSIBILITY #2: Information Management and Analysis
- After harvesting data from local service providers through a platform, analyzing the data to provide a snapshot of local service providers across the country, levels, gaps, trends, etc.
- Make sure data uploaded by service providers are up to date, clean and accurate.
- Validate the data submitted by local service providers
- Conduct analysis in terms of trends and recommendations, based on the data harvested by local service providers.
- In close coordination with the MEAL and Information management departments, make sure to improve reporting and data verification throughout the project.
- In close collaboration with interagency sector coordination units, ensure CARE representation in the relevant technical coordination and forums at the field level and vis-à-vis relevant actors as relevant to the project
- Attend relevant working group meetings and external meetings and conferences.

5. Qualifications / special skills or knowledge
a. Skills & knowledge:
- Extensive Experience in data management, analysis, and reporting.
- Sufficient knowledge in research and monitoring/ evaluation concept, approaches and tools
- Extensive knowledge in creating graphs, charts, info graphs, etc..
- Strong research background
- Experience in data visualization
- Experience in statistical analysis (preferred)
- Able to work under pressure and manage variable workload
- Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
- Motivated and high levels of proactiveness who enjoys working in a collaborative environment.
b. Experience
At least 1-3 years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on the development and humanitarian programming in the Middle East
c. Academic background
BS in, Statistics, Social Sciences, Data Management. Information Systems
Master’s Degree in associated discipline preferred
- Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
- of other languages is an asset.
6. Other contract elements
Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
Any extension of this contract is dependent on performance review and budget availability.
