Project Assistant

Main Duties and Responsibilities for the Country Office 
Supporting the Programme Officer to develop, implement, monitor, report and evaluate the programs in Lebanon with partners, including grant management, capacity building management, coordination and procurements on the basis of established guidelines, policy, strategic plan, budget and other steering documents and by using Diakonia’s IT systems FixIt and VoiceIt.

a. Programme responsibilities
• Supporting the PO to draft agreements with partner organisations and consultancy contracts and monitor compliance of signed agreements.
• Communicating with partners as assigned by the PO.
• Assisting the PO to monitor the partners’ programmatic development, assess and give feedback on their applications, monitor implementation, conduct field visits and analyse results achieved.
• Providing support in the coordination of partners’ organisational and competence development within the Partner Institutional Capacity Strengthening Strategy in collaboration with the Programme Officer, Finance Officer, and Capacity Building Consultant.
• Drafting programme applications and analytical programme results reports and provide the PO with the required draft documentation in compliance with donors’ requirements
• Supporting the PO to ensure high quality of the programme, fully integrating a rights-based and results-based management approach into all phases of the programme management cycle, ensure that evaluations are effectively conducted and results are discussed and used to improve performance and institutional and thematic capacity of partners and that lessons learned are documented into learning logs

b. Assisting in Programme financial responsibilities (in coordination with the Finance Officer)
• To assist the PO to draft programme budgets and monitor implementation of the approved budget in coordination with the Finance Officer.
• To assist the PO to keep track of partners’ financial reports and audit reports, and monitor the execution level of the partner’s projects/core support and capacity building budgets in compliance with Diakonia’s PME and Finance Handbooks in coordination with the Finance Officer.
• To track payments to partners and the approval of applications, narrative and financial reports and audits in accordance with Diakonia’s PME Handbook.
• To ensure proper archiving of required supporting documents electronically.

c. Other responsibilities
• To support in the mainstreaming of gender equality, conflict sensitivity and environment in the organisation and with partners
• To participate in working groups and coordinate delegated processes in different areas in the country office.
• To perform any other duty as delegated by the PO.

P.S: The Project Assistant is expected to work 22.5 hours per week.

Qualifications
• Bachelor’s degree in Social Sciences (Sociology), Development Studies, Business Administration, or related field.
• Two to three years’ professional experience in a similar position in an international or national civil society organisation.
• Knowledge of programme/project planning, monitoring, results reporting, evaluation and learning.
• Good knowledge of Project Cycle Management, including budgeting and budget monitoring.
• Good interpersonal skills and ability to relate to people of diverse backgrounds.
• Ability to pay attention to details to be able to scrutinize documents.
• Good analysis and report writing skills, as well as coordination and networking skills.
• Good planning and organisational skills to be able to accomplish tasks, file and retrieve information and meet deadlines.
• Effective communication skills, fluency in oral and written English and Arabic.
• Ability to communicate with partner organizations in various programmatic, thematic and organisational areas.
