In the framework of Asmae’s Country Strategy, the EVT Technical Advisor will be in charge of supporting all education and vocational training -related activities across Asmae’s programs in Lebanon.
The EVT Technical Advisor’s main task will be to build partners’ capacities as well as support the overall country programs in his/her domains of expertise, working along with other technical advisors and program staff
In line with Asmae’s values and response mode, the EVT Technical Advisor will be in charge of the following:
Operational management
- Assess the partners’ knowledge and capacities on education and VT-related topics during an immersion period and continuously throughout his/her mission;
- Propose and regularly update training plans when needed;
- Provide training on education / VT-related topics to partners’ staff;
- Provide technical supervision to the field staff (partners’ staff) in terms of coaching, sharing resources and material, revision of reports, analysing lessons, etc;
- Ensure regular visits to partners’ organizations to ensure adherence to minimum standards and provide technical input and support;
- Ensure the development and facilitation of networking with Asmae’s partners and other organizations working in the field of education and vocational training
- Collaborate with partners and other experts towards disability/inclusion mainstreaming into Asmae’s and partners’ interventions in the field of education and vocational training.
- Promote and ensure Gender mainstreaming in the project activities.
- Contribute to the opening processes of the partnership with partners when requested by management;
- Ensure the smooth planning and organization of activities related to areas of technical expertise with the partners within the timeframe and in accordance with contractual commitments;
- Participate to the programs baseline and define education/VT-related indicators;
- Collect and analyse data as part of the project’s monitoring and evaluation, and contribute actively to projects evaluation.
- Contribute to budget planning and to both financial and narrative reporting (internal and external) for education /VT related areas.
- Establish a close collaboration with the Project Officer to follow-up the activities implemented during the project
Research skills, and Asmae representation
- Conduct a Labor Market assessment in coordination with partners, and contribute to other studies when needed.
- Monitor the situation of education /VT in Lebanon in terms of regulations, donor strategies, other NGOs’ activities, etc.;
- Contribute to the design of proposals/programmes on education and VT aspects, including through the compilation, sharing and analysis of any relevant data;
- Ensure compliance with Asmae’s global guidelines on education programming;
- Lead education and VT-related studies, including the elaboration of a methodology, meetings with partners/key informants (NGOs, INGOs, UN agencies, governmental offices, etc.), field visits, data collection with partners and elaboration of the report;
- Develop technical monitoring and evaluation tools and guidance to support program quality initiatives;
- Support partners in the definition and implementation of tools and methodologies to collect data with the aim to feed Asmae’s M&E processes.
- Represent Asmae in external education and VT-related meetings and other forums;
- Elaborate documents, including technical notes, PPIE (production and shared materials resulting from experience), etc.;
- Contribute to development of advocacy messages and materials on education and vocational training.
Other
- Contribute to work initiated by the HO Technical Advisor (working groups, one-on-one sessions, review and documentation across countries, implementing and monitoring the gender strategy, etc.)
- Build the capacity of Asmae team on VT & education through different approaches, including training, coaching, sharing relevant publications, etc.
- Participate and actively contribute in team meetings and seminars organized by Asmae;
- Participate in meeting with the donor(s) if requested;
- Support monitoring missions undertaken by headquarters;
- Represent the organization at meetings and in other activities;
- Contribute to the development of communication tools;
- Follow the local security and safety rules and procedures and participate in the security context analysis.
- Represent Asmae in external meetings and working groups if asked by the line-management and after receiving the Country Representative’s approval
- Any administrative or other tasks entrusted by the Project & Partnership Manager and/or the Country Representative (i.e.: organization of meetings or workshops).
