CONTEXT
IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.
Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training.
The short trainings intervention aims to bring professional skills to young Lebanese, Syrian and Palestinian refugees through short-term (2 to 4 months) vocational training programs targeting jobs with higher employment opportunities on the local labour market: construction apprenticeship, maintenance, medical care assistance and esthetic. These training programs are combined with a personal development component, which includes community activities and general improvement of personal skills. This will help them to integrate into society and thus contribute to lowering community tensions by promoting the coexistence of different populations.
IECD and its partner SDA plan to further develop its activities in Lebanon in new regions. To succeed in these developments while guaranteeing the quality of the projects, SDA is looking for an officer responsible for follow-up and work placement of beneficaries.
MISSION
Under the responsibility of the project manager for the short trainings in the BML region in Lebanon, the placement officer will have the task to insure the following functions:
1. Follow-up of beneficiaries
1.1. Prepare beneficiaries for professional integration
- Get to know the trainees, their experience and profile
- Facilitate a career session for each training
- Plan and conduct training sessions on personal development.
1.2. Collect feedback and evaluation during internship
- Visit the trainees in their internship
- Report on the internship evaluation
1.3. Follow up beneficiaries and fill in the database to assess impact in terms of employment
- Doing the follow up calls on specific dates and filling the database accordingly
- Being available for trainees to call if they need support for employment
- Fill in the database with quantitative and qualitative data
- Analyze impact, report on main difficulties, and suggest solutions for improvement
1.4. Reporting
- Report weekly on activities to the team meeting
- Regularly fill the database (including qualitative comments), make sure the data is up to date before monthly reports
- Report monthly on the monthly report on success and difficulties in placement
- Record any noticeable trends, identify difficulties and potential solutions to them to improve the placement rate
- Participate in trainings on the monitoring tools and report in any possible improvement of tools
2. Find employment opportunities
2.1. Maintain and develop network of employers
- Meeting with existing partners and maintaining good relations
- Extend the network through meetings with new partners
- Maintain an up-to-date database with potential employers contacted
2.2. Identify internship and employment opportunities
- Know the trainings and competencies associated
- Ask employers about opportunities for internship or jobs:
- Conditions: salary, working hours, transport, and social security.
- Expectations: nationality, gender, age.
- Put trainees and employers in contact
2.3. Stay aware of market needs to adapt curricula and/or suggest new training
- Stay alert to the needs of the employers in terms of skills and new job opportunities
- Analyze market needs: carry out local market assessment, analyze the collected data and write a report, suggest new specialization for the trainings .
2.4. Recruitment for the after the blast intervention.
- Link the trainee’s expertise with the needed work in the affected areas.
- Follow-up on the attendance of the trainees.
EXPECTED PROFILE
Education: Bachelor’s in Social Studies or Business Administration
Experience: Between 2- and 3-years work experience in sales, administration or in development.
Knowledge on local enterprises in the region of Beirut & Mount Lebanon.
Interests: Strong interest in career management, private sector HR challenges and youth employability

Starting date: January 2021, for 1-year renewable
