Under the supervision of the WASH Program Manager, the Head of Project is responsible for providing the overall leadership and management of a multisectoral project that aims to promote a safe and dignified access to WASH services and food, to improve the living conditions of the most vulnerable Lebanese and Syrian HHs in the South of Lebanon, enhancing empowerment through MPC assistances, while promoting social stability.
As a Head of Project, he / she will be responsible for the implementation and coordination of the activities in the project region according to the prescribed content, organizational, temporal, and financial framework. He / she will need to ensure an appropriate use of funds as well as a correctly and duly reporting to Action Against Hunger’s Country Office and donors.
The post-holder is expected to work closely with the WASH and FSL program teams towards common objectives, in order to ensure a successful cohesive implementation across multiple sectors.
Objective 1: Project Cycle Management (30%)
- Develop overall project guidance in terms of work plans/budget work plans, spending plans, MEAL plans, procurement plans.
- Work closely with the WASH Program Manager, relevant Technical Coordinators, and Action Against Hunger’s departments to provide appropriate guidance and managerial support to implement the project in line with the objectives laid out in the donor approved proposal.
- Implement the project in collaboration with other ACF colleagues (WASH, FSL, nutrition and MEAL teams), targeted beneficiaries, local authorities, water establishments, contracted parties, and any other relevant stakeholders.
- Support and promote project quality and project strengthening activities e.g. project quality meetings, and learning events.
- Assist Field Officers to maintain healthy relationships with government institutions including the municipalities and Water Establishment through regular contacts, visits and fulfilment of project requirements.
Objective 2: Team Management (30%)
- Recruit and line manage relevant staff in line with Action Against Hunger policies, ensuring that they have the necessary induction, training and support as required.
- Ensure staff are compliant with key internal procedures including security requirements and code of conduct.
- Solicit appropriate training and learning opportunities for team members in line with development objectives and ensure regular coaching of staff.
- Oversee performance management and staff development of team members and provide necessary and timely feedback to all staff being directly managed.
- Build the capacity of staff in key project management principles, tools and approaches and ensure that these new skills are utilized on the job.
- Facilitate effective working relations with colleagues and promote the health and security of the teams by providing support in developing security guidelines and ensuring healthy living conditions and practices.
- Ensure staff appraisals are conducted in a timely manner.
Objective 3: Finance and Administration (20%)
- With the support of the WASH PM, plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to ACF and the donor as well as ensuring rules and regulations of ACF are adhered to.
- Lead on initiating relevant procurement processes, with support from Logistics, in line with program spending and procurement planning.
- Ensure that donor contractual requirements are fulfilled.
- Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register.
- Organize day- to-day logistics, administration and personnel activities.
- Make sure to submit all the data to the admin department in order to create the CU ID
- Prepare the CU forecasted amount and draft the payment request to admin department for validation
- Follow up the payment reception and collect the signatories of the beneficiaries
Objective 5: Reporting (20%)
- To lead in preparing mid-term and final reports for the donor in collaboration with the WASH PM, program teams, technical coordinators, and support teams. Ensure that the narrative reporting meets ACF and donors’ requirements.
- Prepare monthly Activity Progress Reports.
- Report frequently the progress of construction activities, FSL trainings and cash-for- work activities, nutrition sessions and kit distributions.
- Report any possible problems or conflicts that may arise during the program activities in a timely manner in order to identify possible solutions.
- Report weekly activities and transportation needs to Wash PM and HOB as needed.
- Contribute to the project’s and beneficiaries’ data collection and reporting.
Objective 6: Security
- Respect the security rules specified in the mission and base security plan. See to it that the team, under his/her responsibility, complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
Objective 7: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
