Labor Market Study Consultant

Vulnerable youth often have limited access and awareness of safe and decent employment opportunities which can further hinder their ability to set long-term goals and meet their psychosocial needs. To better support young people to identify and access these opportunities, Asmae and Najdeh aim to provide additional guidance and support through  conducting a labour market study (LMS) as part of the FSEIVY program.

The LMS will be conducted at the beginning of the programme to identify specific gaps, needs, growth sectors and other information so that young people will have more complete knowledge of their local markets, skills required to engage with market actors and opportunities to connect with the private sector.

This LMS, in addition to creating linkages with key stakeholders and market actors, will provide the youth with an understanding labour market demands for skills needed in the market, both technical and transferable.

Results of the LMS will be shared with Vocational Training Providers and employment agencies openly to inform their services are demand driven also across the humanitarian actors.

 

TASKS

Consultant will lead the Labor Market Study in the Beqaa area, to ensure that youth, especially girls receive vocational trainings that match with market demand following the below:

  1. Desk review & research to identify target markets (Market leaders, stakeholders ..) to focus market assessment in the Beqaa area across the 3 camps and the surrounding areas
  2. Market mapping exercise to support identification of key markets for LMS and future engagement of the program
  3. Stakeholder mapping  to identify business owners, and other stakeholders to participate in LMS and engagement in program implementation
  4. Design and implementation of the LMS  that will inform quality and impactful trainings plan
  5. employer survey and key informant interview questions
  • Present the final results with Najdeh and Asmae team.
  • Results can inform future activities around youth employability, and be widely shared among other stakeholders to inform their own response.
  1. Continuous follow up with Najdeh and Asmae during implementation of study
  2. Draft the final report of the study including methodologies, used tools, graphs and recommendations.

The research should ultimately provide recommendations for Asmae, Najdeh, vocational training providers, business sector, employment agencies, and others engaged in youth employability and integration on the value of the LMS as a tool to enhance youth access to safe and decent employment and integration outcomes

The submitted application has to contain technical and financial offers as follows;

  1. Technical offer including
  • Both the portfolio and CV are required in order to prove the standard of quality and experience of the individual consultant/firm’s previous work.  
  • Detailed time-framed work plan as following: ( please add additional deliverable if needed)

2. Financial offer including

  • Detailed budget (Max of 3000 Euro) including daily fee and breakdown of expenses.. 

*The financial offer should be in gross amount including all taxes.
