Teach For Lebanon (TFL) is an NGO working to ensure that all children in Lebanon, regardless of socioeconomic background, have access to quality education. The model of Teach For Lebanon is an education innovation that focuses on youth capacity building to provide quality intervention and systemic support for students. TFL employs and trains Lebanon’s most promising graduates, “TFL Fellows”, and places them in schools serving underprivileged refugee and Lebanese children. These Fellows receive on-going training and support to address educational disadvantages by providing transformational teaching that places their students on a path of academic success. Along the way, they become leaders and advocates for a better Lebanon.

Program Scope:
English Access Microscholaship Program (Access) is a two-year global scholarship program supported by the U.S. Department of State that provides a foundation of English language skills to bright, economically disadvantaged students, primarily aged 13 to 20 through After-School classes with Enhancement Activities, and Intensive Sessions. The goal of the Access Program is to prepare students who have a minimal knowledge of English, with effective communication and critical thinking skills through meaningful interaction, cooperative learning strategies, and real-life contexts. The English Access Microscholarship Program in Lebanon will be implemented by Teach For Lebanon and will offer 500 teenagers', (25 classes of 20 public high school students each across 5 regions in Lebanon), the opportunity to increase their English language proficiency by receiving 360 hours of English as a second Language, enhancement and leadership activities. The English Access Microscholarship Program will also include capacity building and mentoring for 100 teachers across 5 regions in Lebanon.
Job Summary
The M&E Officer will ensure smooth implementation of an effective monitoring design and implement an effective monitoring and evaluation framework. The officer duties will include designing tools for internal M&E of the program’s activities (exit slips, pre-and post-tests for training...) to measure the effectiveness of the Teach For Lebanon program and the Access Program. He/she will also provide feedback and support to programs teams to strengthen recruitment, selection, training, fellow support and alumni activities.
In addition he/she will be responsible for data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout TFL.
The M&E Officer will work closely with Program teams to assess field conditions, support AUB and other partners in analysis, and facilitate the collection of quality data.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Primarily responsibilities include but not limited to:
- Design and lead the evolution of the existing evaluation framework based on Teach For Lebanon’s Theory of change and strategic vision working closely with TFL’s CEO, COO, the Access Program Coordinator, the Program Director and the focal point assigned by AUB.
- Coordinate M&E between AUB and Access program staff.
- Design and develop tools aligned to the strategic M&E framework using both quantitative and qualitative approaches to measure to short- and long-term impact of our work on our students, classrooms, community (local and national), Fellows, Teachers, and Alumni.
- Lead the implementation of the monitoring and evaluation activities – including collection, compilation, and documentation in coordination with AUB.
- Collect and manage data entry from surveys and questionnaires using M&E tools provided by AUB.
- Help to strengthen a MEL culture across TFL ensuring data is at the heart of decision making.
- Collaborate with different teams – mainly AUB, recruitment, training, and alumni leadership to implement monitoring and evaluation mechanisms that feed into the organization’s larger M&E framework.
- Suggest ways to facilitate data collection and the flow of data within Program field teams.
- Create data visualizations.
- Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
- Support the CEO, COO, Access Program Director and Coordinator to ensure that donor, Board, partners, and Senior Management data queries are addressed in an accurate and timely triangulated and well-analyzed manner.
Requirements:
- A Bachelor’s degree, a Master’s degree is preferred in the relevant major of studies.
- At least 3 years of experience in a similar domain.
- Demonstrates ability and experience in designing and implementing evaluation framework, log frames, data analysis.
- Strong in Critical, logical and analytical thinking.
- Ability to lead as well as coach the rest of the team based on TFL’s values of mutual respect and responsibility.
- High willingness and ability to quickly learn different data visualization tools, modules, framework, and software.
- Strong written communication skills in both Arabic and English required.
- Willingness to travel within Lebanon, this position requires regular visits to Teachers’ schools in rural areas across Lebanon.

Location: The main project office will be in TFL Hamra office. The project may require regular mobility to Furnchebek office, AUB and other regions in Lebanon. .

Duration: March 2021 till August 2022
Other: Willingness to work some weekends and evenings to monitor Professional Development trainings as per program needs.
