Livelihood Programme Officer

Overall Responsibility

  1. The Programme Officer will be responsible for the operation management of the project/s he/she is managing under the direct supervision of the Programme Manager
  2. The Programme Officer is responsible to implement all the program activities based on the project/s objectives and to follow the PCM cycle; planning, organization, implementation monitoring and evaluation.
  3. The Programme Officer is responsible to ensure that all project/s activities are implemented in good quality and quantity as well.
  4. The Programme Officer is responsible to implement case management activities for the project targeted beneficiaries which aim to improve their living conditions.

Main Duties and Responsibilities

  1. Case Management:
    1. Implement the primary case management activity to project targeted beneficiaries.
    2. Ensures that risk assessment, case mapping and exit planning is conducted.
    3. Ensures a prompt and timely response to beneficiaries determined and identified at ‘high risk’ or ‘urgent action’ through project activities.
    4. Promotes, ensures and establishes the beneficiaries as a central actor in case management practices.
    5. Ensure that the beneficiaries’ participation is of high level and all the decisions taken are based on the best interest of the beneficiaries.
    6. Links the beneficiaries and the community/ies to the resources and networks of assistance.
    7. Attends and participates in regular case management meetings.
    8. Maintains case management files to a high standard, complete with up-to-date information.
    9. Maintains weekly updates for case management data base.

 

  1. Project management:
    1. Responsible for all aspects of the project’s daily management, including logistics, administration, security, community and beneficiaries liaison.
    2. Regularly review and update the project’s work plan.
    3. Ensure the project remains ‘on track’ to achieve the project work plan and objectives.
    4. Implement project activities and ensure the good quality and quantity of the project/s outcomes.
    5. Draft concept notes and project proposals in line with the identified needs and funding opportunities in coordination with the programme manager.
    6. Identify, facilitate, coordinate and when necessary deliver targeted training to meet project objectives.
    7. Providing necessary support to Programme Manager in arranging any meeting/ training/ seminar/ workshop, etc.
    8. Willing and able to travel frequently for extended periods to remote areas of the projects or any other place directed by Programme Manager.

 

  1. Reporting
    1. Collects and reports information regarding the overall situation of the beneficiaries in general and the projects targeted beneficiaries.
    2. Maintain regular written and oral reporting with IRL Programme manager.
    3. Develop and maintain project records such as monthly reports, attendance sheets, success stories, data base and records of decisions.
    4. Regularly report to his/her direct supervisor about any difficulty met in IRL activities implementation.
    5. Submitting daily updates, weekly and monthly reports to the Programme Manager on the targets achieved and the progress of the project activities agreed upon in the detailed work plans.
    6. Reports any breaches of neutrality, even if not true, to the Programme manager with a clear analysis and investigation of the breach.
    7. Prepare and share coordination meeting minutes and staff meeting minutes with the programme manager and all staff involved

 

  1. Monitoring and evaluation
    1. Regular monitoring of field activities for the successful and smooth implementation of IRL projects.
    2. Facilitate and coordinate with IRL monitoring and evaluation officer and enable him/her to reach all documents needed and meet the beneficiaries as required.
  2. Staff management:
    1. Coordinate weekly meetings with the project staff and/or volunteers under his/her supervision.

 

  1. Logistic, Finance and Administration
    1. Coordinate with the admin, finance and the logistics departments to ensure that the needed means and tools are available for the running of the project.
    2. Respect and follow IRL and donor policies and procedures, ex; procurement, supplier quoting and stock control...
    3. Ensure regular liaison and coordination with both the logistic and the finance department following IRL organogram hiracky.
    4. Ensure the adherence to IRL policies and procedures on annual leave applications, sick leave, other leaves, delays in attending work…
    5. Ensure regular and punctual follow up of the project’s budget expenditure and forecasts through the AX system all the time.
    6. Coordinate with the media department and facilitate their work.

 

  1. Security
    1. Follow and respect the security policy, guides and instructions.
    2. Report any security event or incident to the security focal point for any incident that might took place in the working environment all the time.

 

  1. Communication and networking
    1. Works directly in the field with children, families and stakeholders of the project locations he/she is allocated to.
    2. Is IRL focal point in the communities and represents the organization.
    3. Attend sector Working Groups and other internal and external meetings as required and needed in coordination with the programme manager
    4. Supports and assists in the network mapping of resources specific to the locations he/she operates in.
    5. Develop and maintain positive and professional relationships with the partner organization, donors, politicians, key government officials, civil society groups, religious groups, NGOs, INGOs, CBOs, media outlets, etc;
    6. Identify potential partners and discuss the possibility and the level of partnership with the programme manager.

 

  1. IRL policies;
    1. Ensures a strict adherence to IRL Child Protection, Media, and security policies at all times.

Report any branch or misconduct he/she might observe and hear to the programme manager ASAP

This job description may change based on the situation in the field. All staff are expected to show high level of flexibility in order to respond to the ever-evolving situation. Furthermore, he/she can be required to perform other related duties as identified by his/her supervisors.
