Civil Engineer - AECID Project (Tyre)

Under the supervision of the Head of Project, the Civil Engineer will be responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities of construction, and for ensuring proper coordination with beneficiaries, contractor, Water Establishment, municipalities, other authorities and related Action Against Hunger departments. The position requires extensive field work and movement between several worksites as well as capacity to monitor the works based on high quality standards.

Objective 1: To ensure timely and quality implementation of WASH construction activities (60%)

  • Follow up day to day construction works of the transmission line in collaboration with the consultant and contractor on daily basis to ensure the quality of construction works.
  • Prepare weekly work plans according to the implementation plan.
  • Follow up day to day WASH facilities Upgrading in collective shelters including supervision for skilled and unskilled workers and monitoring work plans and quality of works, making sure community involvement in coordination with the Field Officers.
  • Ensure the timely implementation of field works as per the predefined workplans.
  • Support in ensuring the quality and quantity of materials at field according to agreed plans and BoQs, as well as monitoring the attendance of workers on site.
  • Resolve the conflicts on construction site and a diplomatic and respectful manner.
  • Ensure safety procedures and rules are respected in the field by all workers.
  • Support in the handover of the WASH infrastructure to local stakeholders (municipalities, communities, etc.).
  • Support the logistic department to produce the project tender documents and materials checkup.

Objective 2: Monitoring, coordination, and communication (30%)

  • Monitor and report all WASH construction activities in the field ensuring there is compliance with plans and Action Against Hunger standards.
  • Monitor water and sanitation facilities’ acceptance and right holders’ satisfaction in coordination with MEAL team
  • Responds to and records right holders WASH technical feedback and complaints at field level.
  • Collect, organize, and develop all data, files and documents.
  • Support in building relationships between Action Against Hunger, local authorities, SLWE, municipalities, and communities.

Objective 3: Data collection and reporting (10%)

  • File, document, and report work progress to his/her line manager on a weekly basis
  • Monitor and document the attendance of skilled and unskilled workers and the work progress to the Head of Project and WaSH Program Manager.
  • Report any possible problems or conflicts that may arise during the program activities in a timely manner to identify possible solutions.
  • Report the use of materials and possible improvement.
  • Attend debriefing meetings with line manager and other team members, as requested

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

 

Requirements:

Training/ Education:

Bachelor and/or master’s degree in Civil Engineering, environmental studies and/ or any other related water and sanitation fields.

Technical specific knowledge:

  • Excellent Knowledge in construction, plumbing, water supply and sanitation systems.
  • Technical knowledge in implementing and supervising construction and engineering WASH interventions.
  • Knowledge of Public Health Promotion and/or WaSH soft component is an asset.
  • Knowledge of Covid19 prevention and response protocols is an asset, particularly during construction works.

Previous experience:

  • At least 2-3 years of experience in civil engineering and construction.
  • 1-2 years of experience in WASH projects.
  • Proven experience in working in collaboration with local partners, government bodies, INGO’s, consultants and contractors and right holders.
  • Previous experience in cash-for-work activities is an asset.
  • Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.
  • Previous experience on COVID-19 prevention and sensitization activities as an asset.
  • High reporting experience is an asset.

Humanitarian sector knowledge:

Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country and particularly in the South

Action Against the Hunger knowledge:

Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country is an asset.

Languages:

English and Arabic (compulsory working languages, fluent spoken and written)

IT and specific systems:

  • Good command of MS office, compulsory expertise in Excel.
  • Good command of AutoCAD and mapping tools (GIS) is highly desirable.
