2. Role description
Plan and manage the overall financial flows and resources of LTA and oversee all accounting,
controlling and planning activities to ensure the organization's financial viability and protect the funds
granted by donors. In addition, the Finance and HR Officer is responsible for developing and executing
human resource strategy in support of the overall strategic direction of the organization, specifically
in the areas of organizational and performance management, training and development, and
compensation.
3. Key responsibilities
Finance and Asset Inventory Controlling Responsibilities
· Manage and oversee annual budgeting process in line with approved policies
· Prepare financial reports to be submitted to the management (e.g. bank reconciliation, accounts
reconciliation, aging reports)
· Follow up on any new financial regulatory requirements and their impact on LTA operations
· Develop external relationships with relevant contacts including auditors, bankers and government
organizations
· Liaise with external audit companies to ensure annual audit is carried out
· Ensure all financial documents that are raised to management are audited and accurate
· Prepare salaries for all LTA employees
· Prepare yearly depreciation schedule and update asset book value
· Record the accounting entries in the accounting system
· Prepare checks, review the receipts vouchers and supporting documents, confirming that the appropriate documents are on-hand for each receipt and that the account codes for each receipt are correct
· Review the petty cash expenses & process petty cash replenishments
· Document voided financial transactions
· Issue receipts, refunds, credits, or change due
· Perform all duties in compliance with LTA’s financial policies and procedures
· Hold the overall responsibility of asset inventory controlling at LTA which includes the following
tasks:
o Conduct physical count of all assets
o Create and maintain asset inventory registry
o Prepare all asset inventory forms (e.g. disposal form, issuance/receipt form)
o Organize and prepare inventory reports as well as collecting and summarizing data for
management review
o Help ensure that new equipment are properly processed and recorded by assigning new
inventory number tags, replacing worn or lost tags, and maintaining logs and records
Human Resource Management Responsibilities
· Develop and oversee implementation of HR policies and procedures including recruitment,
training and retention/motivation scheme
· Oversee and supervise the development of employee appraisal mechanisms and ensure proper
implementation of performance appraisal
· Perform continuous assessment and updating of policies and regulations related to human
resources to keep pace with working requirements and in line with approved authority matrix
· Ensure a balanced and motivating working environment for all employees
· Provide guidance and counseling for all employees
· Establish and operate effective employee management procedures (annual leave, sick days,
attendance, etc.)
· Ensure effective dissemination and communication of personnel policies and procedures
throughout the organization
· Responsible for the development and updating of employee database including data and
documentation (educational background, joining date, contract, certificates, passport, etc.)
· Ensure the accuracy and correctness of HR records
· Raise monthly reports to the Executive Director concerning attendance, leave, lateness, sick days,
etc.
· Ensure that the recruitment processes for different job levels is properly implemented, and that appropriate forms are used
· Conduct screening of CVs and search for qualified candidates through identified channels such as
universities, CV databases, etc.
· Write and maintain job descriptions in coordination with key personnel
· Prepare employment offers and contracts for selected candidates, in coordination with the
Executive Director to determine the appropriate packages
· Maintain relationships with recruitment agencies, universities, head hunters, etc.
· Define LTA’s training requirements and needs and develop training plans to effectively meet
these needs
· Evaluate the effectiveness of the training offered to employees
4. Requirements for position
· Fluent in Arabic and English (Oral and written)
· Computer literacy, including knowledge of MS office applications, basic software applications and
familiarity with the internet and email communications
· Very Good analytical skills
· High motivation and conflict management skills
Educational qualifications/ experience
· Bachelor in Business Administration with concentration in Finance or related field
· At least 5 years of professional experience in Finance combined with experience in Human
Resource Management, ideally within public or non-profit institution
