Introduction

Community Development Centres (CDCs) are safe and public spaces established with the main objective to empower refugee and local communities, of all ages, gender and backgrounds, and provide them with the means to promote their participation in decisions that affect their lives. The CDC supports refugee and Lebanese women, girls, men, and boys of diverse backgrounds to access vital information about services, acquire new skills, build social networks, and receive specialized services such as case management, psychosocial support (PSS), among other interventions. The CDC is one of the ways to strengthen outreach to refugees living in urban settings (and promote refugee and host community interactions, thus reducing isolation.

A number of activities are implemented in the CDC; Learning activities include basic sessions on literacy and numeracy, as well as basic knowledge of foreign languages (English, French), targeting women, older persons, youth and adults. Learning activities also include computer literacy classes which include information and communication technology. Basic IT classes will be provided as per the needs of the community, while other subjects will be taken under consideration according to IRC’s capacities, space availability and expressed interest by refugees. In 2021, IRC will continue to conduct advanced classes with the support of the facilitators, thus maximizing all available resources.

Community canters will also provide targeted psychosocial activities in order to relieve suffering and improve person’s short-term functioning while reducing long-term negative psychosocial effects of displacement and other factors and activities will be delivered by knowledgeable facilitators.

 

Key Stakeholders and Relationships

  • Report to the CDC Officer
  • Close coordination with the Case Management Officer
  • Close working relationship with CDC beneficiaries, members of the self-management committee and other community groups.

 

Core Consulting Tasks

  • Establish a link between IRC, the refugee community and the host community for coordination.
  • Prepare and design activity plan in coordination with CDC Officer (weekly and/or monthly depending on activities delivered) adapted to different target groups (Men, women, children). Activities include: Learning activities, recreational activities, psychosocial support sessions, awareness sessions, focus group discussions, community days, informal education activities and information desk.
  • Deliver and facilitate activities in person and/or remotely.
  • Collect and keep record of attendance and submit to CDC Officer for filing
  • Prepare Pre/Post evaluation for activities when necessary and report on progress
  • Coordinate with the CDC Officer to receive constant and timely updates on information to be fully capable of manning the information service desk.
  • Identify refugees with specific needs, provide them with necessary counselling and refer them to the existing services.
  • Report to Case Management Officer on high-risk cases that are in need of urgent and immediate support or assistance needed with the knowledge of the CDC Officer.
  • Respect confidentiality of information between your role as CDC Facilitator and IRC; no sharing with any other party. Information is collected during meetings at the centre with the CDC Officer which is then dealt with confidentially. 
  • Abide by the code of conduct; Act according to the guiding principles of GBV and Child Protection case management, including, survivor centred approach, respect of confidentiality, prioritizing according to safety concerns, ‘do no harm’ policy, ensure a non-discriminatory approach, act according to the best interest of the beneficiary, ensure accountability, respect professional boundaries, and avoid conflict of interest.
  • Be ready for flexible working hours during emergencies and/or if needed.
  • Flexibility to work on weekends on exceptional basis.
  • Take responsibility of specific materials and equipment’s within the CDC. Ensure that the provided material is properly used and kept.
