Main Duties & Responsibilities
- Support the management team and staff on all aspects of employee relations
- Provide assistance and advice to managers in the roll out of personnel policies and ensure that the requirements of the Anera HR policies are adhered to by all employees
- Assist in comparative reviews and audits of current policies and practices to Lebanon’s Labor Laws and donor policies; ensure the organization is a leader in best-in-class HR policies, practices and procedures, remains compliant at all times, and maintains minimal company exposure to lawsuits
- Implement HR programs and initiatives that further Anera’s Diversity, Equity and Inclusion (DEI) strategy and contribute to creating a more diverse and inclusive workplace
- Attend applicable HR conferences in order to stay current in the field and relevant in the marketplace
- Support PSEA related matters and act as PSEA focal point for Lebanon
- Support in duty of care matters
Performance Management and Training
- Manage Performance Review process, providing guidance to Managers on performance appraisals and the development of performance standards
- Identify and deploy relevant training and development opportunities for staff
- Responsible for development, implementation and tracking of employee development programs
- Coach Managers on employee relations and manage difficult situations to resolution
- Anticipate and resolve complex problems and questions, including employee relations and retention issues, in an economical and equitable manner compliant with legal regulations and general business practices
- Act as a champion of organizational priorities and change within the organization at all locations
Recruitment/Employment
- Lead on staff recruitment, ensuring Anera is equipped to attract, retain and motivate a high-quality, diverse workforce enabling it to carry out its mission and achieve its objectives
- Collaborate with management to determine the recruitment strategies tailored to each vacancy
- Collaborate with hiring managers to thoughtfully craft comprehensive onboarding plans and introduction of new hires to the organization and their roles
- Manage Anera’s Intern and Volunteer Program
Compensation & Benefits
- Support Director of HR to conduct salary determinations, periodic salary and benefits benchmarking surveys within applicable markets;
- Support annual auditing and selection/negotiation of benefits package
Administration
- Prepare monthly payroll files for finance processing
- Prepare monthly leave balances reports and accruals
- Vet all individuals who are under contract/agreement with Anera and ensure compliance with Anera Vetting Policy
- Provide finance with release letters of terminated employees
- Manage staff insurance matters and provide timely updates to finance
- Management of accurate and compliant records in the Human Resources Information System (HRIS) and Applicant Tracking System (ATS)
- Develop and deliver HR reports for Deputy Country Director on all HR related matters
- Advise the Deputy Country Director and Country Director on various HR related projects
- Coordinate and facilitate monthly and ad-hoc staff meetings
- Maintain a tracking system for staff leave on Replicon
- Oversee the monthly submission of timesheets for all staff including collection, review and train new staff on timesheet completion and submission procedures.
- Prepare annual public holidays calendar for CD Approval and disseminate to staff
- Manage required permits to work under exceptional circumstances (security permits for staff and visitors, permission to work during lockdown etc...)
Requirements: The requirements listed below are representative of the knowledge, skills, and/or abilities required to successfully perform the job as well as the education and experience requirements.
Education and Experience:
- Bachelor’s Degree in a relevant field is required; Masters’ Degree in a relevant field preferred
- At least 5 years’ progressive HR management, with responsibility in a human resources department over multiple office locations
Knowledge
− Comprehensive knowledge of HR principles, Lebanese labor law, and regulations.
− Experience working with and reporting to government departments or ministries of finance and labor, including but not limited to national insurance and social security where applicable.
− Demonstrated knowledge of current best practices and trends in diversity and inclusion, including familiarity with key concepts (e.g. cultural competence, unconscious bias, etc.)
− Knowledge and fluency in English and Arabic are required;
− Experience in supporting the development and rolling-out of policies and procedures related to staffing and employment
Skills
− Strong communications and interpersonal skills, the ability to build relationships with people from many cultures, and a commitment to Anera’s mission
− Collaborative team player, comfortable leading as well as executing projects as required
− Must exhibit a high degree of professionalism and integrity; the ability to function as a catalyst, coach, and doer, guiding people at all levels of the organization by utilizing a facilitative approach and advancing the learning and development of others
− Must have proficiency in computer skills
Abilities
− Practical experience in implementing DEI programs preferred
− Ability to demonstrate good judgment, discretion and confidentiality at all times
− Excellent time management and prioritization skills are absolutely necessary
− Flexible approach to working outside of normal office hours when needed
