The Human Resources Manager will:

•Maintain the human resources in fair and consistent manner

•Develop and maintain strategies for management of resources (human and material) throughout lifecycles.

•Engage and motivate employees for effective performance towards achievement of  Program goals and objectives

Specific Duties and Responsibilities

1.0       Policy Oversight

•Coordinate review of human resources and administration Policies and procedures to align with the strategic plan, NGO and other stakeholders’ guidelines and rules 

•Implement NGO and donor policies in both human resources and administrative functions and ensure adherence

 

3.0    Human Resource Management Function

3.1.1 Employee Recruitment and Orientation

•Manage and audit recruitment transactions from job analysis to job offer

•Liaise with managers and HoDs (Head of Department) in ensuring effective orientation of new hire in order to maximize of employee retention

•Organize all staff orientation on NGO

•Coordinate orientation of supervisors on the Personnel Policy Manual and Administration Policies

 

3.2    Compensation

•Review and maintain competitive salary and benefits system for the country program

•Monitor and timely implement Cost of Living decision subject to availability of resources

•Manage payroll system and review HR records for accuracy

•Manage exit process: interviews and final benefits payment

 

3.3    Performance Management

•Assist other functions in analyzing the human resources needs: job analysis, resourcing, operational reviews etc

•Provide support on the implementation of NGO performance management system

•Plan and audit  implementation of employee’s performance and development planning and appraisal

•Facilitate disciplinary and grievance processes whenever required

•Support other functional/departmental heads to  manage, develop and motivate staff and teams

5.0    General Responsibilities

•Coordinate unit functions of General Services,, Human and ensure staff perform to required standards

•Contribute in development of human resources administration budget and manage department’s expenditure in accordance with budget

 •Liaise with other departments Heads

•Maintain awareness and knowledge of latest HR development and best practice and provide suitable interpretation to management and staff

•Monitor, measure and report on HR issues, opportunities and development as required

Minimum Qualifications and Experience
-Bachelor’s Degree in Human Resources Management or Public Administration .
-Sound knowledge of Country labor laws, and ability to understand and interpret legislative and policy issues.
-At least five (5) years’ experience in human resource management and administration at management level
-Demonstrated managerial skills to provide necessary support and co-ordination to direct reporting staff
-Good coaching and mentoring skills and experience
-Good analytical skills with ability to make sound judgment and decisions
-Knowledge of payroll management
-Good planning, monitoring and organizing skills and experience
-Commits to honest, integrity, consistent, fair, respect and honest
-Results oriented and ability to work with minimum supervision
-Excellent communication, interpersonal and negotiation skills
-Ability to use MS Windows and MS Office packages (Excel and Word)
