Protection Manager

INTERSOS is a non-profit Humanitarian Aid Organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organizations and the values and principles expressed within those codes. INTERSOS is recognized by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralized offices.

 

Job Purpose:

Lead, coordinate and support the implementation of protection-related activities in areas of intervention, in particular Case Management (CM), Legal Assistance (LA), Community services including Psychosocial support activities (PSS), Collective Shelter Services, Outreach Volunteers (OVs), and Protection Monitoring, develop trend analysis according to INTERSOS Protection Strategy and in line with international Protection Guidelines.

Guarantee the correct and efficient implementation of the projects protection-related activities in and the overall supervision of the project team on protection level and technicalities.

 

Generic Duties:

 

Program Development:

  1. Develop and/or contextualize protection-related tools and mechanisms, more specifically on PWSN (Case Management)key concepts and related issues to support and improve quality of program implementation
  2. Ensure a permanent protection mainstreaming and monitoring of protection activities throughout project
  3. Build staff capacity on protection-related issues and tools throughout project implementation (conduct SWOT analysis, and refer to capacity building plans and PDP for Senior Staff)
  4. Organize regular meetings to prepare, manage and regularly update the protection project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
  5. Ensure timely and quality implementation of the work plan in coordination with the Project Manager
  6. Ensure smooth communication and coordination between Protection and Program within project implementation to harmonize approaches and methodologies of response, share challenges and best practices and ensure protection mainstreaming into the other sectors of intervention;
  7. Support the development, implementation and evaluation of the mission strategy and programme in reference to the Protection Sector, providing technical inputs and recommendations for new and ongoing interventions in the country.

 

Coordination & Representation:

  1. Develop and maintain effective working relationship with stakeholders including partner agencies and service providers in the target areas for prompt referral, follow up and information sharing.
  2. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  3. Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
  4. Liaising with field-offices of humanitarian agencies and coordinate with Donor Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
  5. Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
  6. Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required (more specifically: Protection WG, Legal WG, Core Protection WG, Case Management meetings, etc.).

 

Monitoring & Reporting

  1. Contribute to quality reporting through protection trends analysis feeding into monthly/quarterly reporting to be prepared by the Reporting Officer/MEAL Officer.
  2. Coordinate with the MEAL Manager on the implementation of M&E tools (in accordance with Protection principles)
  3. Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.
  4. Evaluate and analyse protection-related activities of project in coordination with Program Manager to provide adequate and quality response
  5. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

 

Human resources:

  1. Support in recruitment and selection of the protection project national staff
  2. Train/ facilitate the participation of  all protection project national staff to trainings on protection key principles and protection-related issues, the guiding principles underlying the response approach
  3. Support, coordinate and supervise the protection project national staff and evaluate their performance, especially from the technical point of view.

 

Specific duties:

 

 Community services:

  • Supervise the work-plan and division of monthly Community services activities with related targets and budget available for each activity; 
  • Organize monthly meetings (if needed) with the Protection Officer for Community Services/PSS activities to monitor progress of activities according to monthly targets and expenditure and adjust figures and plans;
  • Overview the content of the activities provided in the CDCs accordingly with the changing protection gaps and needs of beneficiaries
  • Revise and approve the activities proposed by Protection Officer for Community Services activities from the technical side.

 

Case management:

  • Supervise work-plan and division of the case management (CM) activities with related targets and budget available for each activity focusing in particular on Cash Assistance and specialized services;
  • Ensure that the PO CM provides supervisions and capacity building for the SCWs and conducts monthly case auditing exercises. The PO CM will report to the Protection Manager the results and updates of the case auditing exercises and the results of each center (SCW) supervision and capacity building program of the CW;
  • Support the PO CM in the preparation of CM monthly report (analysis) and attend the CM meeting with donor when needed.

 

Legal assistance:

  • Supervise the work-plan and division of the monthly legal activities with related targets and budget available for each activity;
  • Organize monthly meetings with the PO for LA to monitor progress of activities according to monthly targets and expenditure and adjust figures and plans;
  • Closely coordinate with Legal Po and Legal Specialist on Legal strategy and technicalities.

 

Collective Shelter :

  • Supervise and provide technical guidance and support to the Collective Shelter Officer for the management of Shelter services (this might also include Shelter units for emergency response)

 

Community Mobilization through Outreach Volunteers (OVs):

  • Supervise the work-plan and division of the monthly OVs activities with related targets and budget available for each activity;
  • Follow up with the OVs Officer  trainings and capacity building plan for OVs;
  • Organize monthly meetings with the OVs Coordinator to monitor progress of activities according to monthly targets and expenditure and adjust figures and plans.

  • Minimum 5 years of relevant experience (also but not limited to Protection)
  • Demonstrated ability to work within humanitarian context

  • Very good understanding of protection, refugee rights and international humanitarian principles
  • MS proficiency (Word, Excel)

  • Strong M&E knowledge
  • External trainings on: Protection, International Humanitarian Law, M&E, etc.
