Project Advisor


A. Background
GIZ –German International Cooperation Agency- supports the German Government in achieving its goals in international cooperation for sustainable development.
The target group of the project are male and female cultural and creative entrepreneurs, mainly aged 15-35, self-employed individuals, business start-ups, owners of MSMEs and their employees. Furthermore, interest representation groups and support systems of the sector such as revenue collection authorities, groups for the creative sector or chambers of commerce are partners of the project. The project will be implemented collaboratively by a team based in Germany (Bonn), Africa (South Africa, Kenya, Senegal) and the Middle East (Jordan, Lebanon, Iraq). For the 3 countries in Sub-Sahara Africa (SSA), a regional hub is established in Johannesburg, South Africa, coordinating the activities in the region, and the same is established in Amman, Jordan, for the MENA region. The project is implemented in close cooperation with Goethe institute and aims at improving the prospects for employment and income for micro, small and mediums enterprises (MSME) and entrepreneurs in the cultural and creative industries.


B. Responsibilities
The Project Advisor Lebanon for the Global Project Culture and Creative Industries is responsible for:
• Coordination of the implementation of Global Project’s measures in Lebanon in cooperation with the responsible GIZ officer of the Global Project and the Regional Hub MENA
▪ Support in the design and management of trainings, capacity building and networking measures
▪ Planning, reporting, timely implementation and control of the project in Lebanon
▪ Regular meetings with counterparts of the implementation partner Goethe Institute
▪ Follow-up on partnership opportunities and monitoring existing partnerships with cooperation partners
▪ Guidance and quality control of local and international consultants implementing the project activities in Lebanon
▪ Support in the preparation of publications and communication tools, including brochures, lesson learned, case studies and annual reports of the responsible area
▪ Support to the GIZ project in forums and related coordination meetings to promote the project approaches


C. Tasks
The Project Advisor will perform the following tasks

• Contribute to developing and to implementing the project‘s intervention strategy and annual action plans in collaboration with the project‘s responsible officer as well as the local office of Goethe-Institute and other local stakeholders
• Preparation and management of financing contracts as well as consultancy assignments and monitoring of short-term experts assigned to programs in completing their tasks

• Advise local partners in developing their services to MSMEs in the cultural and creative economy (subsectors Design, New Media (especially Animation, VR/AR), Fashion)

• Engage in stakeholder dialogue, identify interests and needs of different stakeholders and foster collaborative solution-building

• Contribute to the implementation of regional exchange formats together with the project’s Africa and MENA Hubs


Reporting on Project results
• Produce documents and reports ad hoc, monthly and yearly on the status of the project results.
• Support in collecting statistical information related to the output indicators of the project


Knowledge Management

• Contribute to the project’s communication products (project factsheets, brochures, films etc.) and reporting formats as well as to ad-hoc inquiries
• Document lessons learnt, best practices, case studies and success stories.


Monitoring and Evaluation

• Contribute to the activity monitoring through data collection in accordance with the project’s monitoring system
• Take part in and contribute to operational planning and monitoring meetings


Other duties/additional tasks
• Perform other duties and tasks as assigned


A. Required qualifications, competences and experience
The Project Advisor should have the following qualifications, competences and experiences:
Qualifications
• University Degree in business, international development, social sciences or other related field required.


Professional experience

• At least 3 - 5 years work experience in the area of private sector development (dialogue formats, start-up and MSME context) and/or strong background and professional work experience in the creative sub-sectors of Design or Animation
• Experience in business development, especially in microenterprises • Knowledge of the local economic structure and local framework conditions and public/private institutions in the area of MSME development and entrepreneurship development • Project management skills and experience in terms of project planning, implementation and monitoring

• Knowledge of the cultural and creative industry of Lebanon, specifically the sub-sectors Design, Animation/VR/AR, and/or Fashion • Very strong networking, communication and interpersonal skills (oral and written), confident and cooperative behavior • strong team work skills, strong ability to work independently, initiative and solution-orientated • working experience within GIZ and/or other international organizations is a plus


Other knowledge, additional competences
▪ Very good working knowledge of ICT technologies and computer applications (e.g. MS Office);
▪ Pro-active, independent and flexible attitude

▪ Very good written and verbal English skills, as well as Arabic. Knowledge of German is an asset.

▪ Ability and willingness to travel both nationally and internationally
