Protection Manager

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Title      : Protection Manager

Reports to         : Project Manager (Line Manager) & Protection Coordinator (Technical Referent)

Position Type    : Full Time

 

Job Purpose:

Lead, coordinate and support the implementation of protection-related activities in areas of intervention, in particular Legal assistance, Child Protection, Emergency cash assistance and protection monitoring, and more emphasis on Gender-based Violence protection interventions, develop trend analysis according to INTERSOS Protection Strategy and in line with international Protection Guidelines.

Guarantee the correct and efficient implementation of the projects’ protection-related activities in and the overall supervision of the project team on protection level.

 

Generic Duties:

Program Development:

  1. Develop and/or contextualize protection-related tools and mechanisms, more specifically on Child Protection and GBV key concepts and related issues to support and improve quality of program implementation
  2. Ensure a permanent protection mainstreaming and monitoring of protection activities throughout project
  3. Build staff capacity on protection-related issues and tools throughout project implementation particularly legal components
  4. Organize regular meetings to prepare, manage and regularly update the protection project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
  5. Ensure timely and quality implementation of the work plan in coordination with the project manager and the protection coordinator
  6. Ensure smooth communication and coordination between Protection and Program within project implementation to harmonize approaches and methodologies of response, share challenges and best practices and ensure protection mainstreaming into the other sectors of intervention;
  7. Support the development, implementation and evaluation of the mission strategy and programme in reference to the Protection Sector, providing technical inputs and recommendations for new and ongoing interventions in the country.

 

Coordination & Representation:

  1. Develop and maintain effective working relationship with stakeholders including partner agencies and service providers in the target areas for prompt referral, follow up and information sharing.
  2. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
  3. Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
  4. Liaising with field-offices of humanitarian agencies and coordinate with Donor Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
  5. Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
  6. Participate in Donor coordination working group and also bi-lateral coordination meetings with organizations (local and international) when required.

Case management monitoring:

  1. Maintaining all case management relevant forms (assessment forms, case plan development forms, cash assistance request forms) updated and ensure they are properly used.
  2. Harmonizing Case Management system and tools across field offices and monitor the implementation of the new Case Management Monitoring Strategy
  3. Ensuring that the internal Standard Operating Procedures (SOPs) on case management are applied, and updating/revising it based on needs.
  4. Conduct spot checks on the online Case Management platform in all regions and provide technical feedback to caseworkers, senior caseworkers and protection officers for case management
  5. Monitor Knack’s usage, seek technical inputs from field offices and coordinate with HQ on technical improvements; monitor Knack’s level of implementation
  6. Ensuring that case management minimum standards are respected in all steps of the case management.
  7. Preparing case audits (in collaboration with Protection Officers) to evaluate the quality of services provision.
  8. Advising Senior Case Workers, Social workers and Psychologists as needed (complex cases).

 

PSS activities Monitoring:

  1. Supervise the team of social workers
  2. Provide technical support to the social workers respecting the internal Standard Operations Procedures on psycho-social support
  3. Responsible for the design and implementation of structured recreational and PSS activities for vulnerable children, youth, women at risk and men run in safe spaces or outreach
  4. Make sure that the social workers are acting according to the CPiE Minimum standards
  5. Act according to the guiding principles of GBV and Child Protection case management including: survivor centered approach, respect of confidentiality, prioritize according to safety concerns, ‘do not harm’, ensure a non-discriminatory approach, act according to the best interest of the beneficiary, ensure accountability, respect professional boundaries and avoid conflict of interest;
  6. Ensure that protection principles are understood, maintained and enforced;
  7. Monitor the daily activities (awareness, recreational, psychosocial and educational.) within the center or outside, conducted by the social workers;

 

GBVIMS and General Protection Information Management:

  1. Ensuring the correct functioning of the GBVIMS: receive GBVIMS Sheets from the team, revise and provide feedback to improve quality and send the finalized version to the GBVIMS SC on a monthly basis
  2. Supporting Case management team in the use of the information management systems.
  3. Ensuring that the data protection protocols for Case Management are respected in the project.
  4. Developing GBV and general protection monthly and quarterly trend analysis.

 

CP and PSEA/GBV policies:

  1. Ensuring that staff is trained on PSEA and CP Policy and its application and observation through regular monitoring and briefing new staff in line with the PSEA policy.

 

Capacity-Building:

  1. In coordination with Project Managers identifying individual GBV/CP and Case Management training needs and ensuring access to training and professional development opportunities appropriate to the skill gaps and needs.
  2. Developing GBV/CP training material for different trainings to share within the protection teams.
  3. Ensuring that all relevant specialized protection staff (national Protection Officers, Senior Case Workers, etc.) are trained on GBV and CP case management, caring for child survivors of sexual abuse, GBVIMS and PSS.

 

Monitoring & Reporting:

  1. Contribute to quality reporting through protection trends analysis feeding into monthly reporting.
  2. Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.
  3. Evaluate and analyses protection-related activities of project in coordination with Program Manager to provide adequate and quality response.
  4. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

Human Resources:

  1. Support in recruitment and selection of the protection project national staff.
  2. Train  protection national staff on protection key principles and protection-related issues, the guiding principles underlying the response approach.
  3. Train all protection project national staff on GBV key principles and when needed other protection related issues such as: Legal assistance, Child protection and Protection monitoring
  4. Support, coordinate and supervise the protection project national staff and evaluate their performance, especially from the technical point of view.

 

Education:

  • University Degree in Social work, Psychology, Middle Eastern studies, refugee studies or equivalent.

Professional Competencies:

  • Minimum 5 years of relevant experience.
  • Demonstrated ability to work within humanitarian context.
  • Very good understanding of protection, refugee rights and international humanitarian principles
  • MS proficiency (Word, Excel)
