FSL Head of Project - Zahle (Maternity Cover)

The HoP will be responsible of the implementation of ACF KfW livelihoods activities in Bekaa + Baalbek-Hermel, Lebanon. The HoP will be tasked to ensure that Labour Intensive Activities are implemented smoothly on the ground and monitored in accordance to the project work-plan and logical framework. He/she will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments. 
Ensure quality intervention with MEAL tools, field monitoring and quality reporting. Ensure appropriate financial and logistics follow up.

Objective 1: To ensure timely and quality implementation of food security, livelihoods and nutrition activities at base level (50 %)

  • To support the Program Manager (PM) in designing the beneficiary selection
  • To supervise the field officers in the beneficiary selection process with the support of the Supervisor
  • To plan and facilitate the design of trainings to be provided to livelihoods program participants
  • To provide weekly work-plans and tasks to the Supervisor and Field Officers based on project work-plans and ensure good allocation of tasks through follow ups with Field Officers
  • To be present in the field on a regular basis to follow up project implementation
  • To represent PM during meetings with program stakeholders
  • To provide verbal and written reports on the activities to the PM on the agreed frequency
  • Under the guidance of the PM, participate in the development of capitalization reports for each livelihoods activity conducted by ACF
  • To facilitate the implementation of pilot livelihoods activities in Bekaa and present results with written and narrative reports to the PM
  • To provide distribution plans, procurement requests to the PM based on agreed project work-plan
  • Actively participate in budget follow up meetings with the PM
  • Ensure project monitoring activities are implemented according to the project work-plans, in coordination with the MEAL department
  • To support drafting of livelihoods sector analysis sections in conducted assessments and surveys under the guidance of PM and in coordination with MEAL Manager
  • Support the staff under line management in integrating MEAL activities
  • To be involved in the final project reporting: monthly APRs intermediate and final reports
  • Report regularly the progress of the work and material used to his/her line manager
  • Report possible problems or conflicts during the activities

Objective 2: Report on weekly transportation needs

  • Contribute to project and beneficiaries’ data collection and reporting
  • Identify livelihoods support needs of the refugee population and propose intervention opportunities in line with ACF country strategy to the PM
  • Identify the livelihoods support needs of the vulnerable local population and propose how to meet these needs in line with ACF country strategy to the PM
  • Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator

Objective 3: To manage and develop the capacity of the KFW team  (20%)

  • Supervise and monitor the staff under his/her supervision
  • Prepare field staff weekly and monthly workplans with PM in accordance to the project’s implementation plan
  • Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
  • Help to develop and execute context – specific solutions to improve collaboration, coordination and performance.
  • Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety and security rules in the field.
  • Identify staff trainings needs and follow up the appropriate action with the PM (with recommendations of training and other capacity building activities). 

Objective 4: Finance and Administration (20 %)

  • Organize  day-to-day logistic and administration activities (PRs, SOPs, expenditure follow up)
  • Manage all related program equipment and materials in close consultation with the logistic/procurement officer. Maintain and ensure proper project asset register 
  • Contribute to the supervision and control of expenses related with the activities of the project (Procurement planning, Budget Follow Up)
  • Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport/movement
  • Supervise specific project (s) budget forecast & follow up
  • Participate in the design of new budgets for livelihoods activities
  • Flag any deviation to the Programme Manager and propose solutions

 Objective 5: External representation and stakeholder engagement (10%)

  • Engage on weekly basis with project stakeholders to ensure dissemination of information and constant coordination on project activities
  • Negotiate on need basis with humanitarian and non-humanitarian actors, ensuring access and correct and timely implementation of activities, in coordination and under the guidance of the Security manager
  • Under the guidance of the PM, actively coordinate with other agencies implementing livelihoods interventions in Bekaa and Baalbak-Hermel
  • Represent ACF in regional working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator 
  • Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator

Objective 6:  Security

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  • To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Training/ Education:

Bachelor’s degree in social work, agriculture, economy, food security, humanitarian action or any related field

Technical specific knowledge:

Food security and livelihoods, CVA, business administration

Previous experience:

 2 years’ experience in humanitarian and development organizations

1 year experience in livelihoods/CVA programs is desirable

Experience with Labor Intensive Activities highly desirable

Humanitarian sector knowledge:

Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

Languages:

Fluency in English, native Arabic compulsory,

IT and specific systems:

Microsoft Office (particularly Excel)
