Project Officer - Rafic Hariri University Hospital Beirut

PURPOSE

The Project Officer is responsible for supporting activities relating to the ICRC - Rafic Hariri University Hospital (RHUH) partnership project

S/he ensures smooth and efficient cooperation between ICRC and RHUH counterparts and provides relevant support to both internal and external partners.

As part of the hospital management team s/he participates in the drawing up and implementation of general hospital project plans, also in cooperation with water&habitat department and supports its monitoring by indicators.

S/he is the focal point and supports the documentation of the partnering project, especially data & information management including the development of a tool box of the project for future implementations in other hospitals.

S/he liaises with the different staff members to follow up and collect SOP’, rules regulations, concepts, guidelines and treatment standards, as well as training curricula and supports in their practical implementation.

Certifications / Education required

University degree in a relevant field with medical or public health background

Project-management certification

Fluency in English

Professional Experience required

Proficiency in planning, organization and data-management software.

Experience working on projects and programmes, including in governance, steering and project teams.

Experience coordinating, planning and communicating with complex stakeholder groups, such as senior management teams from different fields of work.

Good communication & analytical  skills

Team work spirit

Good perception of accountability

ACCOUNTABILITIES AND RESPONSIBILITIES

Ensures smooth and efficient cooperation between ICRC and RHUH counterparts and provides relevant support to both internal and external partners.

Follow up with RHUH management on pending approvals, contracts, agreements and similar documents

Ensures documentation of an updated project brief and plan of action

Supports the project management and monitors the project-related tasks, in close coordination with the management team

Supports the project management team in the development of an exit strategy as part of the project

Ensures that project controls are performed and recorded, in line with the Project Management Framework and applicable ICRC procedures.

Supports and facilitates the application of the ICRC’s project-management methodology.

Tracks progress of the project, analyses the project development, makes recommendations for improvements and monitors the status of deliverables

Ensures that an overall information-management structure is in place for the project/program and assists with filing and archiving where necessary.

Sets up and/or completes all relevant paperwork and ensures accurate, timely and sufficient data collection, eg access data bases including the admission list and the supervision of any upgrade in the data collection

Ensures that the documentation of the partnering project is adequately collected and managed and assists in the development of a tool box of the project for future implementations in other hospitals

Being responsible for the team space organization and updates, rules, filing

Assists in preparing documents required by the team and produces minutes of meetings where necessary.

Assists in monitoring indicators, including key performance indicators (KPI)

Liaises with the different staff members to follow up and collect SOP’, rules regulations, concepts, guidelines and treatment standards and supports in their practical implementation

Contributes to the effective reporting on the hospital project to headquarters by supporting specifically the reporting activities of MAD, QHTR, MfR and quality framework

Contributes to annual planning (Planning for Results) discussions.

Participates in the drawing up, implementation and monitoring general hospital project plans, in cooperation with water&habitat department

Supports the Hospital in the accreditation process, if relevant

Supports in the development and implementation of online trainings

Supports the team in performing research activities and supports cooperation with the different partnering universities

Contributes to any other activities, which may be considered necessary by the line manager
