Object of the Agreement: TDH IT is seeking the services of a consultant(s) to provide an external evaluation to understand and document the main results and changes brought on by the project in the lives of children, their families and their communities, and assess the extent to which the project objectives have been met. The period of the contract/agreement is around 3-4 months.
Scope of The Final Evaluation: the consultancy aims to deliver an evaluation of the TDH IT response to the Beirut Blast. The evaluation will assess the project results against the OECD-DAC Evaluating Humanitarian Action criteria, specifically: Relevance/Appropriateness; Connectedness; Coherence; Coverage; Effectiveness; Impact; Efficiency and; Sustainability.
The evaluation should also provide recommendations and draw lessons that can inform current and future humanitarian programming for TDH IT, in Lebanon, and for the wider sector. The primary users of the evaluation will be TDH, local partners, as well as the donor and the secondary users will be beneficiaries and other project stakeholders. The maximum budget ceiling for this Terms of Reference is €11,095, to be paid in instalments in fresh money. This is inclusive of all taxation and other associated costs.
Candidate(s) requirements: the main requirement is the experience in the region, and usage of innovative and mixed methods approaches, including the considerations/adaptations for remote modality due to COVID-19.
- University degree in Social Science, Education, Development or any area relevant to this assignment
- Demonstrated experience leading and managing humanitarian evaluation assignment
- Demonstrated experience working in emergency interventions
- Demonstrated experience in quantitative and qualitative data collection and analysis
- Experience with remote data collection and/or innovative data collection methodologies during Covid-19
- Demonstrated experience in conducting evaluation of child protection projects, ideally in crisis situations
- Experience in Lebanon and the regional context
- Excellent analytical and reporting skills required
- Fluency in written and spoken English and Arabic required (or within the evaluation team)
The Evaluation of all received proposals by TDH IT shall be based on the following criteria:
- Qualifications, skills and experience of the evaluator/evaluation team
- Quality of the methodological design
- Involvement of beneficiaries
- Quality of implementation approach
- Financial Offer
Interested proposers are to provide TDH IT with a thorough proposal using the following guidelines:
- Proposal should describe the qualifications of the proposer and experience in the past five (5) years to demonstrate competence to perform the service.
- The proposal should be valid for a period of at least ninety (90) days.
- Three (3) references
- Provide a detailed description of the approach and methodology to be used to accomplish the required tasks. (Proposal methodology and Work plan as chronogram and narrative)
- Proposal should provide their company registration documents with MoF and their VAT registration certificate.
- Proposal should provide their bank account details and describe the required payment terms.
