Programme Responsible - Protection of family Links (Lebanon Missing File)

PURPOSE

S/He carries out multidisciplinary activities to address the issue of missing people related to the civil war(s) in Lebanon – with a specific focus on accompaniment and operational issues – in close collaboration with the Deputy Protection Coordinator Restoring Family Links (RFL) Missing and in line with the objectives and strategies of the delegation.

 

EDUCATION

University degree in humanities, social sciences, political sciences or any other related field

EXPERIENCE REQUIRED

At least have 5-6 years of experience in development/ humanitarian/ NGO sector / Academia / Human Rights / IOs / Governement Sector

One year experience on supervising on implementing of the project Management and Strategies

Previous experience on working with the beneficiaries and authorities

Experience on working with the families of the missing

Experience on working on multi-displinary approach

Previous experience in awareness raising activities

Drafting reports, plan of action etc.

Very good understanding of the Lebanon context, especially the socio-political (actual and previous).

ACCOUNTABILITIES AND RESPONSIBILITIES

Implements the response of the delegation to the needs of Missing persons and their families in Lebanon as a result of armed conflict and other situations of violence on Lebanese territory since 1975 (2019-2023 Strategy of the Lebanon Delegation on Missing Persons in Lebanon and their families).

 

Accompaniment and support to families

In close collaboration with the Deputy CoProt RFL-Missing ensures the planning, implementation and development of the Accompaniment project for families of Missing (FoM) in all governorates in Lebanon.

Ensures a sound project management and adherence of the project with Protection department’s objectives.

Develops and maintains accompaniment procedures and guidelines up to date and works closely with the MHPSS delegate to ensure a proper integration of the MHPSS component of the program.

Oversees the MoUs with partner organizations, manages all aspects pertaining to both collaborations on the Accompaniment project.

Under the supervision of the Deputy CoProt RFL-Missing and in close cooperation with the Protection Assistant ensures financial compliance of partner organizations.

Technically supervises all Accompaniment related activities implemented by the 12 RFL-Missing Field Officers in the subdelegations and makes sure that Accompaniment procedures and guidelines are well understood and adhered to by the field teams.

Establishes workflows and ensures up-to-date and efficient reporting mechanisms and data management on the Accompaniment project in close cooperation with the Protection Data Manager.

Contributes to the MfR, PfR and financial reporting on the Accompaniment project and other Lebanon Missing specific objectives.

Data of missing persons related to the Lebanon civil war(s)

Supervises the consolidation and data management of lists, documents and names received in relation to the Lebanon missing file in close cooperation with the Protection Data manager.

Supports and upon request replaces the Deputy CoProt RFL-Missing in strategic discussions on data collection, data processing and data management with the relevant units, in particular with the Forensic and Protection Data teams.

Oversees the identification, mapping and outreach efforts to identify families of Palestinian Missing Persons and the collection of ADD as per relevant (Forensic) guidelines.

In charge of data management not related to individual files; institutional filing and maintaining a filing of non-institutional reference material on Missing (studies, external reports etc).
 
Awareness raising activities and (public) communication on Lebanon Missing file

Organizes and contributes to the content of the NGO civil society platform on the Lebanon Missing file in close collaboration with the Lebanon Missing delegate (legal) and Forensic colleagues.

Under the supervision of the Deputy CoProt RFL-Missing, plans and coordinates the ICRC’s events/activities for the International Day of the Disappeared with the ICRC’s Communication department.

Acts as focal point for the Communication department to answer to media and academia’s requests and continuously contributes to raising awareness on the Lebanon Missing file.

Contributes to the implementation of the efforts of the delegation to persuade, mobilize and support relevant stakeholders to establish a National Commission for the Missing / implement Law 105 on the Missing.

In close collaboration with the relevant colleagues, contributes to the efforts of the delegation to support the work of the National Commission/national authorities, to clarify the fate of missing people in Lebanon.

Internally and externally acts as a reference and represents the Lebanon Missing file to different stakeholders, in particular UN agencies, family associations and Lebanese civil society.
