The Monitoring and Evaluation supervisor is responsible of supervising the MEAL Officers work related to quantitative and qualitative data collection, creating/ adapting monitoring tools, doing data analysis.
Writing monitoring and assessment reports and covering different sectors (Vulnerability Verification; Food Security and Livelihoods; Water, Sanitation and Hygiene)
The supervisor has to support the implementation and monitoring of the data management aspects of the projects as per request of his/her direct manager.
Objective 1: Create [CK1] monitoring tools for Action Against Hunger activities in Zahle Base (20%)
- Support the definition of the approach to monitor ACF activities
- Create/ adapt the monitoring tools: KAP surveys, Baseline Studies, impact assessments, focus groups…
- Coordinate and follow up on the implementation of the tools
- Ensure good coordination and communication with other project staff
Objective 2: Coordinate Action Against Hunger MEAL team in Zahle base (15%)
- Define the monthly planning of the team in coordination with Meal Manager
- Train the team on data gathering, monitoring tools and interview techniques
- Assign the weekly work plans and transportation needs for the teams in Bekaa
- Quality control on the field teams performance
- Streamline the data/information flow and requirements along with the Data Manager
- Prepare and conduct other assessments (rapid, multi-sectorial) that might be demanded
- Increase the capacity of field staff end ensure data quality
Objective 3: Analyze the information and write monitoring reports (20%)
- Systematically review data consistency after the field visits
- Ensure that database is regularly updated and easily consultable/searchable
- Qualitative, quantitative and statistical analysis of the gathered data
- Gap detection and analysis
- Write regular MEAL and impact assessment reports
- Ensure the good quality of data collected
Objective 4: Reporting (20%)
- Report the progress of the work to his /Her inline supervisor and material used
- Report possible problem or conflict during the activities
- Report weekly activities and transportation needs
- Contribute to Projects and beneficiaries data collection and reporting
- Regular reporting to MEAL manager / Head of base
Objective 5: Accountability (10%)
- Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them
- Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of ACF International.
- Support the feedback mechanism officer in case it is needed
Objective 6: Learning (15%)
- Assist the project team and partners in documenting lessons learnt
- Support the implementation of reviews and learning events at project locations, if it is needed
Objective 7: Security (%)
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
- Alert ACF staff of any issue/change or threat that might be detected during the field visits
- Support and participate in any other M&E and Technical activities in order to achieve the project goals
Training/ Education:
Bachelor Degree in in BA, Social Fields or any other related fields.
Technical specific knowledge:
- Very good computer skills (Word, Excel, Power point)
- Good level of proficiency in Windows Excel and quantitative analysis
- Knowledge in ODK
- Ability to design M&E tools, surveys, surveillance systems
- Demonstrated ability to train and build capacity of others
Previous experience:
- Minimum Three years of experience in a related fieldwork. Work experience of minimum of 2 years in a similar position with NGO.
- Experience in analysis, reporting, monitoring and assessment
- Experience in WASH, Nutrition and Food security projects will be valued
Humanitarian sector knowledge:
- Ability to work as part of a team, interpersonal qualities and diplomacy
- Communication skills to interact with refugees and vulnerable population
- Initiative, organized, learning capacity, Ability to work and motivate a team, Interpersonal qualities and diplomacy –organized and rigorous
Languages:
Fluency in written and spoken English and Arabic is a must.
IT and specific systems:
- Compulsory to be able to demonstrate excellent computer skills (MS Excel, MS Access, SQL, ODK/GRASP, NAS and Android tablets)
- Previous experience in managing data collected through Android device
