INVITATION TO TENDER

 

Subject: Provision of Vehicle Rental Services for GIZ Lebanon

 

Dear Sir or Madam,

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit

(GIZ) GmbH, GIZ Office Beirut hereinafter referred to as "The Employer",  intends to

 

award the: “Company/firm” hereinafter referred to as “Contractor” to make a firm offer for provision of vehicle rent (hereinafter as service) registered with the government of Lebanon.

 

The execution of the Services will be performed within the frame of the Technical Cooperation between the Federal Republic of Germany and the Republic of Lebanon.

 

The bidders who are interested in participating in the tender must read and comply with the instructions and the Terms of Reference contained in the tender document. 

 

 

The Tender Documents consist of:

 

  • Invitation Letter
  • Terms of Reference.
  • Financial Offer “Template” / to be submitted
  • General Terms of Contract governing the delivery of works and services commissioned by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (local) / to be submitted (signed and stamped to confirm acceptance)

Submission of bids:

If you are willing to provide the service, you are kindly requested to abide by the following instructions:

 

 

  1. The offers/Proposals shall be sent as PDF files to the following email:

Latest by Thursday, May 27, 2021 till 23:59 o’clock (Beirut Local Time).

 

Note: Sending your offers to any other email address or non-compliance with any of the mentioned conditions will result in rejecting your participation in this tender.

 

  1. One PDF file shall be sent for the Technical Offer and another PDF file for the Financial Offer. Your PDF files shall be named as follows:
    1. The name (or company name)/ Technical offer/ Tender no. 83380928
    2. The name (or company name)/ Financial offer/ Tender no. 83380928

 

  1. The offers shall be submitted in English language only.

 

  1. The offers shall be signed & stamped.

 

  1. The financial offer must be in USD only (USD), should be valid at least for Four Weeks after the submission date (Please mention it in your offer).

 

  1. You shall not be reimbursed for your submitted offers.

 

 

 

Technical and Financial offers/Proposals (in two Separate PDF files),

 

1-Technical Offer/Proposal which consists of:

  • Company’s Portfolio or background
  • Company’s legal documents (registration papers, tax registration, etc)
  • Company’s capacity and experience in similar projects? At least three (3) similar / comparable projects
  • List of Clients
  • Any certificates / Licences relevant to the scope of work outlined in the ToR

 

2- Financial Offer/Proposal, which should consist of:

  • Financial Offer/Proposal in USD without VAT (VAT to be added separate)
  • Financial Offer/Proposal includes the date and the company’s sales tax number

 

Detailed instructions of the contents of your offer/proposal and the mode of presentation/submission are attached both in the ToR and Financial Offer Template.

 

Bid Evaluation:

 

All bids will be evaluated based on Technical Evaluation Criteria and Financial Offer.

 

  • Technical Evaluation Criteria

 

Technical bids will be evaluated on “Pass”/”Fail” as mentioned in the ToR. To be technically qualified all criteria must be passed.

 

  • Financial Evaluation

 

The financial offer will be evaluated using lowest price offer among the technically passed and compliant bids

 

   Others:

 

  • Please note that in case you did not receive any notification in writing within 2 weeks after the deadline for submitting the offers/quotations, it shall indicate that your offer has not been accepted. You shall not receive a separate notice to this effect.   
  • The bidders shall not be reimbursed for their submitted offers.
  • Non-compliance may result in your bid not to be considered.
  • The payment will be made by bank transfer – Fresh Money

 

P.S. The timing and dates mentioned above are subject to change depending on the development of the situation of COVID-19.
