Under the line management and upon delegation of the Lebanon Country Manager, the Deputy Country Manager will be responsible for
- Ensuring continuity of operational management during absences/gaps of a Project Manager and/or the Country Manager
- Supporting the quality implementation of the operations in Lebanon;
- Ensuring the monitoring of operations in the country, and compliance with HI operational policies and frameworks.
- When delegated by the Country Manager, ensure external representation and manage communication and/or advocacy actions
- Ensure the timeliness and quality of operational reporting
Responsibilities:
Responsibility 1: Management
- Replaces PMs during their absence or ensures gap filling (as per standard PM Job Description)
- Acts as PM during the induction phase for the launch of new projects/sectors, until the recruitment of a PM, when delegated by the Country Manager (as per standard PM Job Description)
- Replaces Country Manager during their absence or ensures gap filling (as per formal delegation from Country Manager)
Responsibility 2: Contribution to the mission’s operational strategy and HI frameworks & regulations
- Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring, in liaison with Country Manager.
- At the drafting stage: evaluates ongoing projects, contributes to context and sector analysis and the M&E framework.
- Annual monitoring of the StratOp: performs the monitoring of the operational and sectorial progress
- In the event of a crisis/emergency, implements the mission’s framework and set-up decided by the Country Manager.
Contributes to the implementation of the project part of the programme’s operational strategy, including fundraising:
- Designs and implements needs assessments and sectorial analysis, to inform projects’ design and the overall mission’s operational strategy, in coordination with the Regional Technical Unit.
- Contributes to the fundraising strategy defined in the programme’s operational strategy:
- Within the operational framework defined in the StratOp, when delegated by the Country Manager, identifies and transforms specific funding opportunities in the country, conducts the design and drafting of new projects (country scope) and contributes to the design, drafting and fundraising of major multi-country projects (under the responsibility of the TUM).
- Develops regular contacts with specific donors delegated by the Country Manager at field level, in coherency with overall programming and fundraising strategy.
- When delegated by the Country Manager, in liaison with the Regional Technical Unit Manager, identifies and develops local partnerships and/or consortia with NGOs, institutions and companies on technical priorities or important topics in the country/region.
- Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and standards.
- Responsible for carrying out of safeguarding assessments of the projects
- Responsible for supporting and monitoring compliance with PME and Project Quality Framework
- Responsible for supporting and monitoring the implementation of the DGA policy and action plan
- Responsible for the implementation of the operational REACT emergency preparedness measures
- Responsible for the implementation of the HInclusive action plan in the mission
- Responsible for the implementation of HI’s Environmental agenda in the mission
- Ensures monitoring of projects in the mission:
- Ensures the proper planning of induction phases and organisation of kick-off workshops
- Facilitates internal operational audits within all the projects, and ensures the implementation of their recommendations.
- Performs monitoring field visits of all the projects as required
- Reporting
- Reviews donor reports and coordinates the submission to donors
Responsibility 3: Representation
3.1: When delegated by the Country Manager, he/she acts as representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This includes:
- Communications and advocacy actions on behalf of HI, in liaison with the Regional Director
- Representation of HI vis à vis pre-defined local, national, traditional, political, military and diplomatic authorities and bodies, as per the delegation by the Country Manager.
- Representation of HI vis à vis pre-defined international organizations and coordination mechanisms & systems, as per the delegation by the Country Manager.
- Negotiation and monitoring of pre-defined operational partnerships, in support of the Project Managers
- At least 6 years in the social / development sector with an NGO at least 3 years as project or Program Manager with an INGO
- Experience in needs assessments and reporting
- Proposal writing
- Very good reporting skills
- Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL

Basic salary range for the position : The Deputy Country Manager is going to be paid according to the experience and to HI salary Grid.
Basic Salary range between USD 2400 and USD 3000
