Inclusion Advisor

  1. GENERAL OBJECTIVE

Under the direct and technical supervision of the Protection Specialist, the Inclusion Advisor is in charge of mainstreaming Inclusion and monitoring the inclusion component at base level and mission level, abiding by the quality standards of PU-AMI, in order to enhance processes and practices, and improve access to rights and service delivery to Persons with disability and older persons. The Inclusion Advisor will make sure to follow the Standard Operation of PU-AMI for each program.

The Inclusion Advisor position’s major objectives are to properly achieve the following global tasks:

 

  • Ensure mainstreaming inclusion topics in all PU-AMI departments and interventions;
  • Building staff capacity on Inclusion
  • Support the quality monitoring and implementation of inclusion intervention to ensure accessibility, including in PHCC and in the community;
  • Link with relevant department to support and lead on assessments and studies related to inclusion

 

2-RESPONSIBILITIES AND TASKS

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

1-INCLUSION MAINSTREAMING

  • Ensure that the programming in all departments of PUI is inclusive along the full cycle (identification and design, implementation, monitoring, and evaluation).
  • Ensure the adequate identification and analyses of barriers that prevent the full access of communities to services provided by PUI, along with proposing solutions and mitigation measures to these barriers.
  • Ensure that program teams are able to identify and refer the most vulnerable households (including HHs with one member with disabilities, HHs that have at least one older person, etc).
  • Support the Protection-health-shelter-livelihoods departments in consolidating SoPs and policies on inclusion topics.
  • Support the Protection Advisors, the Inclusion and Community Health specialist, Shelter Specialist, and Livelihood advisor across the mission in implementing the best practices related to inclusion and inclusion mainstreaming.
  • Create technical tools and action plan that ensure inclusion mainstreaming in all PUI departments and implementations.
  • Contribute to the elaboration PUI training package on Inclusion and WGQ, facilitate internal and training, provide on the job coaching

2.DEVELOPMENT AND QUALITY MONITORING OF THE INCLUSION COMPONENT IN PUI

  • Contribute to develop specific interventions, including direct social and health services for Persons with a disability, and to enhance the inclusion lens in other interventions
  • Conduct field visits to PHCCs, implementation centers, and PUI offices to identify the barriers (attitudinal, environmental, and institutional) to the inclusion of all profiles inside the premises.
  • Link with Protection, Health, Shelter, Livelihood, and MEAL departments to lead on assessments, questionnaires, and studies related to inclusion within the mission (ex: KAP survey).
  • Contribute to impact analysis of PUI intervention in terms of inclusion
  • Advise on interventions and adaptation works that can enhance the inclusion of People with disabilities inside PUI contracted PHCCs

3-REPORTING

  • Provide regular reports on the status of the inclusion component in PUI, highlighting challenges, best practices and mitigation measures.
  • Contribute to external reporting when needed

4-ACCOUNTABILITY

  • In coordination with the HR department, contribute to making sure that PU-AMI’s Protection against Sexual and Exploitation Abuse (PSEA) policy is understood and respected by all involved staff and for all activities.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

Mandatory requirements

Language skills:

  • Fluent in Arabic and English

Education degree:

  • Bachelor degree

Work experience:

  • 2 years of experience in a position related to inclusion in humanitarian programming

Computer skills:

  • Good knowledge of Microsoft Office

Others:

  • Excellent knowledge in Inclusion mainstreaming, disability types, barriers and enablers in Lebanon
  • Good knowledge in protection and social related topics
  • Good knowledge of public health care system
  • Excellent communication and listening skills with persons of concerns (displaced and host populations)
  • Effective stress management
  • Ability to work under pressure and with short deadlines
  • Good problem-solving skills

 

  • Good knowledge of the humanitarian and context
  • Excellent ability to work in a team
  • A valid driving license is an asset
